안녕하세요 국제앰네스티 한국지부 캠페이너 자아입니다.
미국은 지난 1월 말부터, 이스라엘이 일부 직원의 하마스 연계 의혹을 제기한 유엔 구호단체 인 유엔팔레스타인난민기구 운르와(UNRWA)에 재정 지원을 중단한 상태입니다. 당시 즉각적으로 전 세계 16개국이 미국의 행보를 따라 일제히 지원을 중단해 이 단체는 연간 자금의 절반 이상을 수령하지 못하는 상황에 처했습니다. 이후, 가장 최근 캐나다를 비롯해 몇몇 국가들의 지원 재개가 이루어졌으나 여전히 미국을 포함한 8개의 주요 지원국의 자금 철회로 운르와는 심각한 운영난에 처했습니다.
지난 주 목요일, 조 바이든 대통령은 가자에 선박으로 구호품 배급을 하겠다고 임시 항구를 짓겠다고말했습니다. 이 발언 하루 전 <워싱턴포스트>는 미국이 10월 7일 이후 이스라엘에 100건 이상의 대외군사판매를 조용히 승인해 왔음을 폭로하기도 했습니다. 가자에 항구를 짓는 것이 지금 미국이 해야 할 가장 시급한 일이 맞습니까. 가자지구 주민들의 생명줄을 끊어 구호 시스템을 붕괴시키고, 이스라엘에 무기마저 수출하고 있는 미국이 가자지구 기근을 해결할 주체가 맞습니까.
국제 인도주의법은 분명히 말합니다. 그 어떤 무력 교전 도중이어도 민간인을 보호하기 위해 지속적으로 주의를 기울여야 할 의무가 적용됩니다. 국제사법재판소는 지난 1월 말, 이스라엘과 모든 국가가 가자지구의 인도주의적 위기를 완화하고 집단학살을 방지하기 위해 즉각적이고 효과적인 조치를 취할 것을 명령했습니다. 독립적인 조사조차 이루어지지 않은 개별적 혐의를 주민 생명줄을 끊어내는 구실로 사용하는 것은 집단처벌에 다름 없습니다. 미국의 행위는 이미 회복할 수 없는 피해를 입혔고 잠재적인 집단학살에 기여하고 있는 것과 같습니다.
지금 미국이 할 일은, 이스라엘이 인도적 지원에 대한 제한을 하지 못하도록 압박하는 것입니다. 육로를 열어 이집트 국경에 멈춰있는 수천대의 트럭을 들여보내라고 압박하는 것입니다. 18년 째 지속되는 가자 봉쇄를 해제할 것을 압박하는 것입니다. 전쟁 범죄에 사용될 위험이 있는 모든 무기 이전을 즉각 중단하는 것입니다. 즉각적이고 완전한 휴전을 촉구해 충분한 구호품 공급과 안전한 배분, 독립적 조사가 가능하도록 하는 것입니다.
미국은 공중에서 구호품을 투하하거나 가자에 항구를 짓는 방법을 탐색할 시간에 미국의 대이스라엘 무기 이전을 즉시 중단하십시오. 가자 봉쇄 해제와 즉각 휴전을 촉구하십시오.

Hello, I’m Za’ah, a campaigner at Amnesty International Korea.
Since late January, the United States has suspended financial aid to UNRWA, the UN relief and works agency for Palestine refugees in the near east, after Israel accused some of its staff of affiliation with Hamas.
At that time, 16 countries immediately followed suit and stopped funding, which left UNRWA with less than half of its annual funding. Since then, several countries, most recently Canada, have resumed funding, but the withdrawal of funding from eight major donors including the United States has left UNRWA in dire straits.
Last Thursday, President Joe Biden said that he would build a port in Gaza to accommodate ships transporting food, water, medicine, and temporary shelter. A day before his remarks, <The Washington Post> exposed that the United States had silently approved more than 100 foreign military sales to Israel since October 7.
Is building a port in Gaza the most urgent thing the United States should be doing at the moment? Is the United States, which is cutting off the lifeline of Gazans by collapsing the aid system and even exporting arms to Israel, the right entity to address the famine in Gaza?
The international humanitarian law is clear: during any armed conflict, there is an obligation to take consistent care to protect the civilian population.
In late January, the International Court of Justice ordered Israel and all state parties to take immediate and effective action to alleviate the humanitarian crisis in Gaza and prevent genocide.
Using Israel’s individual allegation which has not been independently investigated as a pretext to cut off Gazan’s lifelines is tantamount to collective punishment. The United States has already caused irreparable damage through its actions, and is equivalent to contributing to a potential genocide.
What the United States must do now is to press Israel to stop restricting humanitarian aid; to open land routes and let in the thousands of trucks stuck on the Egyptian border; to lift the blockade of Gaza that has been going on for 18 years; to immediately halt all transfers of weapons that could be used for war crimes; and to call for an immediate and sustained ceasefire to make possible the safe distribution of adequate relief supplies, and independent investigation.
United States, rather than exploring ways to drop relief supplies from the air or build a port in Gaza, you need to immediately halt US arms transfers to Israel. Call for an end to the blockade of Gaza and an immediate ceasefire.
