국제앰네스티는 10억 명의 사람들이 슬럼 사람들이 무시되고 있는 가운데 각국 정부는 10월 4의 이였던 유엔 세계 주거의 날을 축하할 수 없다고 밝혔다.
국제앰네스티 국제법∙국제기구국 위드니 브라운(Widney Brown) 선임 국장은 “불과 몇주전 뉴욕에서 각국 정부들은 슬럼에 살고 있는 1억명의 사람들을 도울 것을 약속했다. 문제는, 10억명 이상의 사람들이 슬럼에서 살고 있다는 것이다. 그들은 식수, 학교, 위생시설, 그리고 의료지원도 없이 살고있다”고 밝혔다.
슬럼주민에 대한 대규모 강제퇴거는 세계 곳곳에서 발생 하고 있다. 유럽 전역에서 밀려난 집시들, 영연방 경기대회를 이유로 강제이주 당한 인도 델리(Delhi)의 주민들, 그리고 나이지리아 하코트 항(Port Harcourt)에 살고 있는 20만명 이상의 주민들 모두 같은 처지에 처해 있다.
위드니 브라운 선임 국장은 “프랑스부터 짐바브웨, 그리고 캄보디아까지 우리는 정부들이 나라의 최빈곤층의 주거지를 파괴해 왔는지 기록해 왔다. 집을 잃은 그들은 법의 피해자 들이며 어떠한 보상없이 살 곳을 잃는다”며 “이제는 세계의 지도자들이 뉴욕에서 보여준 말뿐인 약속을 넘어, 슬럼주민들의 권리를 위한 긴급한 조치를 취해야 할 때이다”라고 밝혔다. 
WORLD HABITAT DAY: ONE BILLION SLUM DWELLERS CANNOT BE IGNORED
1 October 2010Governments cannot celebrate the UN World Habitat Day on 4 October while ignoring one billion people living in slums, Amnesty International said today.“A couple of weeks ago in New York, governments promised to help 100 million living in slums. The problem is that more than a billion people live in slums. They don’t have water, schools, sanitation, or health care,” said Widney Brown, Senior Director of International Law and Policy at Amnesty International.
Mass forced evictions of people living in slums are being carried out around the world, with Roma communities evicted across Europe, slum dwellers in Delhi forcibly evicted to make way for the Commonwealth games and more than 200,000 people facing eviction in Port Harcourt, Nigeria.
The recent Millennium Development Goal (MDG) Summit failed to call on governments to stop forced evictions, despite evidence that such evictions drive people further into poverty and undermine all the MDGs. It instead asked governments to ‘reduce slum populations’, raising fears that this could encourage more forced evictions.
“From France to Zimbabwe to Cambodia, we have documented how governments are destroying homes of some of the poorest people in their countries. Those whose homes are destroyed are failed by the law, they get no compensation and no place to live,”said Widney Brown.
“It is time for World leaders to move beyond the rhetoric we heard in New York and take urgent action to protect the rights of people living in slums.”
