베트남 정부는 이번 주 재판을 앞두고 있는 양심수에 대한 탄압을 중단해야 한다고 국제앰네스티가 16일 밝혔다. 정치적인 동기로 기소된 이 양심수는 징역 20년을 추가로 선고 받을 수도 있다.
유명 블로거인 응웬 황 하이(Nguyen Hoang Hai)는 오는 4월 17일 반국가 ‘선전 행위’를 한 혐의로 재판을 받게 된다.
‘농부의 담뱃대’라는 뜻을 가진 ‘디우 꺼이(Dieu Cay)’라는 필명으로 알려진 활동가 황 하이는 날조된 탈세 혐의로 유죄를 선고 받고 2008년부터 수감생활을 하고 있다.
도나 게스트(Donna Guest) 국제앰네스티 아시아-태평양 부국장은 “응웬 황 하이를 대상으로 이루어지고 있는 탄압은 노골적이고 부당하다. 단지 평화적으로 표현의 자유를 행사했다는 이유만으로 구금되고 재판까지 받게 된 것”이라며 “베트남 당국은 즉시 응웬 황 하이를 조건 없이 석방하고 모든 혐의에 대해 기소를 철회해야 한다”고 말했다.
응웬 황 하이는 지난 2010년 10월 탈세 혐의로 선고받은 징역 2년 6개월 형을 마쳤으나 출소하지 못했고, 베트남 정부는 황 하이의 가족들에게 반국가 ‘선전 행위’ 혐의로 수사를 진행 중이라고 알렸다.
2007년 설립된 ‘베트남 자유 언론인 클럽’의 공동창립자이기도 한 응웬 황 하이는 중국의 대베트남 정책에 대해 비판적인 기사를 쓰거나 평화적 시위 활동에 참여했으며, 블로그를 활용해 베트남의 부정부패를 폭로하고 인권증진에 노력했다.
황 하이의 가족은 여러 차례 교도소 면회가 불허됐다. 2012년 3월 처음으로 황 하이를 만난 변호사는 황 하이가 건강이 좋지 않고 체중도 상당히 감소한 상태라고 전했다.
도나 게스트 부국장은 “황 하이가 석방될 때까지 필요한 의료서비스를 제공하고, 국제기준에 따라 가족 및 변호사와 정기적으로 만날 수 있도록 해야 한다”고 밝혔다.
‘베트남 자유 언론인 클럽’의 회원인 유명 블로거 2명 역시 응웬 황 하이와 같은 법정에서 재판을 받을 것으로 보인다. ‘AnhBaSG’라는 필명으로 알려진 판 타잉 하이와 ‘정의와 진실(Justice and Truth)’이라는 블로그를 운영하는 따 퐁 떤은 각각 2010년 10월, 2011년 9월부터 구금돼 있다.
도나 게스트 국장은 “베트남 정부는 표현과 집회, 결사의 자유를 인정하고 보호해야 하며, 인권을 증진하고 옹호하는 이들에 대한 탄압을 중단해야 한다”고 말했다.
Viet Nam must release jailed blogger facing ‘propaganda’ trial

The Vietnamese authorities must end their persecution of a prisoner of conscience facing trial this week on politically motivated charges that could see him sentenced to a further 20 years’ imprisonment, Amnesty International said today.
Blogger Nguyen Hoang Hai is due to be tried on 17 April for “conducting propaganda” against the state.
The activist, also known as Dieu Cay (“the peasant’s pipe”), has been in prison since 2008, when he was convicted on trumped-up tax fraud charges.
“The persecution of Nguyen Hoang Hai is blatant and unjust. He is detained and faces trial solely for the peaceful exercise of his right to freedom of expression,” said Donna Guest, Deputy Director of Amnesty International’s Asia-Pacific Programme.
“The Vietnamese authorities must immediately and unconditionally release Nguyen Hoang Hai and drop all charges against him.”
In October 2010, the blogger completed a two-and-a-half year prison sentence for tax fraud. But instead of releasing him, the authorities told his family he was being held for investigation for “conducting propaganda” against the state.
The blogger co-founded the independent Free Vietnamese Journalists’ Club in 2007.
He has written articles critical of China’s foreign policy regarding Viet Nam and taken part in peaceful protests. He used his blogs to expose corruption and promote human rights in Viet Nam.
Nguyen Hoang Hai’s family have been repeatedly denied prison visits. His lawyer saw him for the first time in March 2012 and said his client was ill and had lost a lot of weight.
“Until his release, Nguyen Hoang Hai must be given the medical attention he requires, and be granted regular access to his family and lawyer in accordance with international standards,” said Donna Guest.
Two other well-known bloggers and members of the Free Vietnamese Journalists’ Club may be tried at the same time as Nguyen Hoang Hai. Phan Thanh Hai, known as AnhBaSG, and Ta Phong Tan, whose blog is called “Justice and Truth”, have been detained since October 2010 and September 2011 respectively.
“The Vietnamese authorities must respect and protect freedom of expression, association and assembly, and stop harassing those who promote and defend human rights,” said Donna Guest.
