10월 17일 이스탄불 법원은 국제앰네스티 터키지부 사무국장 및 이사장 등 인권옹호자 11명에 대한 공소장을 접수했다. 국제앰네스티는 이들에 대한 근거 없는 혐의는 전부 기각됐어야 한다고 말했다.
터키지부 국장과 이사장을 포함한 인권옹호자를 ‘테러’혐의로 기소한 것은 터키 주요 인권옹호자들의 활동을 제약하기 위한 정치적인 목적이 있는 것이다.

존 달후이센 국제앰네스티 유럽 담당 국장은 “(인권옹호자에 대한) 기소는 날조된 테러 혐의를 유죄로 입증할 만한 증거를 하나도 제시하지 못했다”며 “이스탄불 법원이 이들에 대한 공소장을 접수한 것은 이러한 터무니없는 사법적 실패에 마침표를 찍을 수 있는 절호의 기회를 놓친 것”이라고 말했다.
그는 “이는 터키 주요 인권옹호자들의 활동을 제약하기 위한 목적의 정치적 기소”라며 “말도 안 되는 기이한 혐의가 담긴 공소장을 읽어봤다면 누구든지 그렇게 생각할 수밖에 없을 것”이라고 말했다.
기소된 인권옹호자 11명은 오는 10월 25일 이스탄불 법원에서 열리는 첫 공판에 참석할 예정이다. 먼저 기소된 타네르 킬리지Taner Kiliç 국제앰네스티 터키지부 이사장은 10월 26일 이즈미르 법원에서도 재판을 받게 된다. 국제앰네스티는 두 재판에 각각 참관인을 파견할 예정이다.

타네르 킬리지 국제앰네스티 터키지부 이사장이 체포된 지 한 달 만인 지난 7월 5일 이딜 에세르İdil Eser 국제앰네스티 터키 사무국장 등 인권활동가 10명이 체포됐다. 이들은 다양한 ‘무장 테러리스트 조직’의 일원이라는 혐의로 기소되었다. 이 혐의로는 최대 징역 15년까지 선고 받을 수 있다.
지난 10월 4일 이스탄불 검찰은 타네르 이사장을 포함한 이스탄불10Istanbul 10에 대하여 공소장을 제출했다. 이는 타네르 이사장이 10월 26일 예정된 재판 외에도 10월 25일 열리는 ‘뷔위카다 사건Büyükada’에 대한 재판도 받게 되었다. 검찰은 공소장에서 타네르 이사장이 뷔위카다 워크샵* 준비 사실을 알고 있었다고 시인했으며, 그가 이딜 사무국장 및 피고인 중 한 명과 접촉한 사실이 있다는 혐의로 타네르 이사장을 추가로 재판에 넘길 것을 요청했다.
*이스탄불에 있는 섬으로, 디지털 보안과 정보관리 워크샵을 진행하던 중 국제앰네스티 터키지부 사무국장 이딜을 포함해 인권옹호자 9명이 체포되었다.

Baseless allegations against 11 human rights defenders, including Amnesty International’s Turkey director and chair, should have been rejected in their entirety, said Amnesty International after an Istanbul court accepted the indictment today.
“This indictment fails to provide a shred of incriminating evidence to substantiate the trumped up terrorism charges it contains. In accepting this indictment the Istanbul Court has missed a golden opportunity to bring this grotesque miscarriage of justice to a halt,” said John Dalhuisen, Amnesty International’s Europe Director.
“This is politically motivated prosecution aimed at silencing the work of some of Turkey’s most prominent human rights defenders. It beggars belief that anyone who has read the fantastical allegations laid out in the indictment could see it in any other way.”
The 11 defendants are set to have their first hearing on 25 October in Istanbul. Taner Kiliç is set appear before an Izmir court under a separate indictment on 26 October 2017.
Amnesty International will be sending observers to both trials and will publish a critique of the case against them next week.
Ten activists, including İdil Eser, the Director of Amnesty Turkey, were arrested on 5 July whilst Amnesty International’s Turkey Chair, Taner Kılıç, was arrested a month earlier. Under the indictment accepted today, they are accused of membership of a variety of ‘armed terrorist organizations’. These charges carry jail terms of up to 15 years.
On 4 October an Istanbul prosecutor filed an indictment against the Istanbul 10 that included Taner. This means, as well as being tried on 26 October, he will also be tried on 25 October in the “Büyükada case”. In the indictment, the prosecutor called for Taner to be added to the trial because he claims he was aware of preparations for the Büyükada workshop and was in contact with İdil and another of the defnedants.
