국제앰네스티 최초의 남아프리카공화국 출신 사무총장이 탄생했다. 요하네스버그 방문으로 임기 첫 직무를 시작하는 쿠미 나이두 사무총장이 16일 세계 최대 인권단체인 국제앰네스티가 나아갈 방향에 대해 자신만의 비전을 제시했다.
인권 운동이 오늘날 인류가 마주한 난관을 해결하기 위해서는 지금보다 더욱 크고, 대담하고, 포용적이어야 한다고 쿠미 나이두 사무총장이 밝혔다.
쿠미 나이두 사무총장은 “인권은 인류가 마주하는 일부 불의와 관련된 것일 뿐 다른 것과는 관계가 없다는 낡은 인식에서 벗어나야 한다. 현재 세계가 맞닥뜨린 복잡한 문제는 그래야만 해결할 수 있는 것이다. 인류가 현재 겪고 있는 억압의 유형은 모두 상호 연결되어 있다”고 말했다.
또한 “기후변화 위기가 불평등과 인종에 관한 문제임을 인식하지 못한다면 그에 대해 논할 수 없으며, 성차별이 여성의 경제적 배제와 밀접한 관련이 있음을 인식하지 못하면 그에 대해 다룰 수 없다. 기본적인 경제 정의를 요구하려 할 때 정확히 시민적, 정치적 권리의 탄압이 이루어진다는 사실도 무시할 수 없을 것”이라고도 밝혔다.
국제앰네스티는 현재 인류가 현대 역사상 가장 분열된 시기를 살아가고 있으며, 세계 주요 지도자들은 증오와 공포에 눈이 먼 사회에 악몽처럼 끔찍한 비전을 제공하고 있다고 여러 차례 경고해 왔다. 인권과 같이 인류를 하나로 묶는 공통된 가치 아래 하나가 될 때에야 비로소 이러한 역경을 극복할 수 있다고 쿠미 나이두 사무총장은 역설했다.
“사무총장으로서 가장 먼저, 국제앰네스티는 전 세계 구석구석, 특히 남반구까지 뻗어 나가는 순수한 의미의 글로벌 사회를 건설하기 위해 두 팔을 활짝 벌리고 있음을 분명히 전하고자 한다. 앞으로는 더욱 포용적인 인권 단체로 나아갔으면 한다. 2018년에는 인권옹호자란 무엇인지에 대해 다시 정의할 필요가 있다. 활동가는 노동조합, 학교, 종교단체, 정부, 기업체까지 삶의 각계 각층 어디서나 탄생할 수 있다.”
“특히 젊은 청년들에게, 우리는 여러분의 의견에 귀 기울이고 있으며, 더 나은 활동을 위해서는 여러분의 이의 제기와 참여가 반드시 필요하다는 점을 알리고 싶다. 젊은이들은 미래를 이끌어 갈 주역일뿐만 아니라, 지금 현재 이곳에 필요한 리더이기도 하다는 것이 나의 변함없는 믿음이다. 아헤드 타미미, 엘린 에르손, 시본길레 은다쉬처럼 시민 불복종에 나서거나 ‘순진하고 이상적’이라고 손가락질 받기를 서슴지 않았던 모든 사람들이야말로 오늘날 우리가 필요로 하는 용감한 롤모델이다.
국제앰네스티는 사람이라면 누구나 다른 사람에게 닥친 불의를 출신과 배경에 상관없이 자신의 일처럼 여긴다는 생각을 바탕으로 만들어진 단체다. 지구 반대편의 일면식도 없는 사람을 위해 낯선 사람들이 모여 함께 싸울 때, 변화는 얼마든지 일어날 수 있다. 시간이 흐를수록 그 사실은 더욱 명백하게 증명되었다.”
“지금은 그 어느 때보다도 모두 힘을 합쳐 압제자에 맞서야 할 시기다. 현재와 미래를 걱정하는 사람, 자녀와 손녀의 앞날을 걱정하는 사람, 불의를 자신의 일처럼 여기는 사람이라면 우리와 함께 하기를 바란다. 국제앰네스티는 여러분의 목소리와 참여를 필요로 한다. 인권을 현실로 만들기 위한 우리의 운동에는 여러분의 존재가 반드시 필요하다.”
전임 사무총장에게 경의를 표하는 것도 잊지 않았다.
“살릴 셰티 전 사무총장이 지난 8년간 국제앰네스티에 공헌하고, 세계적인 영향력을 강화하기 위해 노력한 점에 감사를 표하고 싶다. 살릴 셰티 전 사무총장이 남긴 업적을 바탕으로 이를 더욱 확장시켜, 세계적으로 단합된 운동이 될 수 있기를 바란다.”
규칙을 깨고 변화를 만들다
쿠미 나이두는 남아프리카공화국에서 태어나 평생을 사회정의운동에 바친 활동가다. 1965년 더반에서 출생한 쿠미는 15세 때 처음으로 운동에 발을 들이게 된다. 당시 그는 반 인종격리 정책 시위를 조직하고 이에 참여했다가 결국 퇴학을 당했다.
1985년, 시위 도중 끌려나가는 쿠미 나이두
그때부터 쿠미는 지역사회 운동에 더욱 깊숙이 빠져들게 됐고, 인종차별 정권에 맞서 대규모 집회를 개최하기 시작했다. 1986년, 21세가 된 쿠미는 비상사태 관련 규정을 위반한 혐의로 기소되었다. 어쩔 수 없이 도피 생활을 해야 했던 그는 결국 영국으로 망명하기로 결정하고, 넬슨 만델라가 석방되어 해방운동에 관한 금지조치가 해제될 때까지 이곳에서 머물렀다.
인종차별 정권이 붕괴되자, 쿠미는 1990년 남아공으로 돌아와 아프리카민족회의에서 활동을 시작했다. 이곳에서 그의 마음을 가장 사로잡았던 것은 교육이었는데, 특히 성인의 문맹률 낮추기 운동과 선거 교육 운동 등을 통해 그동안 역사적, 제도적으로 외면당했던 지역에 힘을 불어넣었다.
쿠미는 여러 차례 대표직을 역임했지만, 그 중에서도 그린피스 인터내셔널 이사장 재임 시절은 시민 불복종 운동을 대표하는 용감한 활동가로서 그의 명성이 확고하게 자리잡은 시기였다. 특히 2011년 북극 원유 시추에 반대하는 탄원서명을 직접 전달하고자 그린란드의 석유 굴착장치를 오르다 체포된 사건이 가장 대표적이다. 그로부터 1년 후에는 러시아 북극의 바렌츠해에 있는 러시아 석유 굴착장치를 점거하기도 했다.
쿠미가 가장 최근 맡았던 직책은 범아프리카단체인 정의, 평화, 존엄을 요구하는 아프리카 궐기(Africans Rising for Justice, peace and dignity)의 공동설립자 겸 임시 의장이었다. 노동조합과 종교 및 시민사회단체간 파트너 관계를 구축한 이 단체는 아프리카 대륙 자체는 경제성장의 혜택을 누렸음에도 불구하고, 정작 아프리카인들은 늘어나는 부와 권력을 분배받지 못하고 있는 현실에 변화를 일으키는 것이 그 목적이다.
넬슨 만델라 전 대통령은 1962년 국제앰네스티에 보낸 편지에서 자신의 재판에 감시대표를 파견해 준 것에 대해 감사의 뜻을 표했다. 쿠미가 앰네스티의 세계적 대표직인 사무총장에 지원하게 된 것은 그 편지 덕분이었다.
국제앰네스티의 신임 사무총장직 임기가 시작되기 전날 밤, 쿠미는 활동가로서의 삶을 시작했던 장소인 더반의 채스워스 중학교를 방문했다. 1980년 퇴학당한 이후 처음으로 찾은 모교였다.
아침 조회 시간에 모인 아이들에게 쿠미는 이렇게 말했다. “내 목소리가 중요하지 않다는 말에 납득하지 마세요. 리더십은 내일 발휘해도 된다고 생각하지 마세요. 가만히 있으면 내일은 오지 않습니다. 인류에 대한 봉사는 더 큰 행복을 가져다준다는 사실을 잊지 마세요.”
배경
사무총장은 국제앰네스티 사무국의 대표자이자 주요 대변인이며, 최고 의사결정자다. 국제앰네스티는 세계 최대 규모의 인권 단체로, 전세계 70개국 이상에 사무소를 설치하고 직원 2600명, 회원과 자원봉사자, 지지자 총 700만명을 보유하는 등 세계적인 입지를 자랑한다.
사무총장은 국제앰네스티 국제이사회가 임명하며, 4년간의 임기를 수행한다. 임명은 세계적으로 폭넓게 후보를 물색한 결과에 따라 이루어진다.
쿠미 나이두는 기후대응을 위한 세계캠페인 의장, 빈곤퇴치행동을 위한 세계캠페인 초대의장, 세계시민단체연합회(CIVICUS) 사무총장 및 최고경영자 등 다수의 주요 직책을 역임했다.
쿠미 나이두의 전임자인 살릴 셰티 전 사무총장은 지난 2010년부터 사무총장직을 연임했다.
“Bigger, bolder and more inclusive”: Kumi Naidoo sets out his vision for human rights
Amnesty’s first ever South African Secretary General sets out his vision for the direction of the world’s largest human rights organisation as he starts his tenure visiting Johannesburg
The human rights movement needs to be bigger, bolder and more inclusive if it is to tackle the challenges that people face today, said seasoned activist Kumi Naidoo as he officially started his role as Secretary General of Amnesty International.
“Our world is facing complex problems that can only be tackled if we break away from old ideas that human rights are about some forms of injustice that people face, but not others. The patterns of oppression that we’re living through are interconnected,” said Kumi Naidoo.
“You cannot talk about the climate change crisis without recognising that it is also an inequality and race issue; you can’t address sexual discrimination without recognising that it is bound up in the economic exclusion of women; and you can’t ignore the fact that people’s civil and political rights are often suppressed exactly when they are trying to demand basic economic justice.”
Amnesty International has repeatedly warned that we are living through some of the most divisive times in modern history, with prominent leaders offering a nightmarish vision of society blinded by hatred and fear. Only if we come together under the common values that unite us, like human rights, can we overcome this adversity, said Kumi.
“In my first message as Secretary General, I want to make clear that Amnesty International is now opening its arms wider than ever before to build a genuinely global community that stretches into all four corners of the world, especially in the global south.
“I want us to build a human rights movement that is more inclusive. We need to redefine what it means to be a human rights champion in 2018. An activist can come from all walks of life – a trade union, school, faith group, government or indeed business,” said Kumi Naidoo.
“I want young people to know especially that we are open to you and need you to challenge us to do better by you. It is my abiding belief that young people are not the leaders of tomorrow, but the leaders we need here and now. The Ahed Tamimis, the Elin Erssons, the Sibongile Ndashes, and every single person that has not shied away from civil disobedience or being called naïve or idealistic are the bold role models we need today.
“Amnesty International was built on the idea that people, regardless of where they are or who they are, take the injustice that other people face personally. And it has proved time and time again that when strangers come together to fight for people that they have never met across the other side of the world, change is possible.”
“Now, more than ever, we need people to come together and stand up to oppressors. I invite people who care about the present and future, for people who care about their children and grandchildren, for people who take injustice personally, to join us. Amnesty International needs your voice, your participation and your presence in our movement to make human rights a reality.”
Paying tribute to Amnesty International’s former chief, Kumi said, “I want to thank Salil Shetty for the contributions he has made to Amnesty International over the past eight years, and for his work on strengthening our presence throughout the world. I hope to build and expand on his legacy to ensure that we become a united global movement.”
Rule-breaker, change-maker
Kumi Naidoo is a life-long social justice campaigner hailing from South Africa. Born in Durban in 1965, Kumi’s first taste of activism came at age 15 when he organised and took part in an anti-apartheid protest that saw him expelled from his school.
From there he became deeply embedded in activism in his local community and organising mass mobilisations against the apartheid regime. In 1986, at the age of 21, Kumi was charged for violating the state of emergency regulations. He was forced to go underground, before deciding to live in exile in the UK where he stayed until Nelson Mandela was released and liberation movements were unbanned.
As the apartheid regime crumbled, Kumi returned to South Africa in 1990 to work with the African National Congress. There, he took up a cause close to his heart: education, specifically adult literacy campaigns and voter education efforts to empower historically and systematically disenfranchised communities.
Kumi has held multiple leadership roles, but his time as Executive Director of Greenpeace International cemented his reputation as a bold activist who championed civil disobedience, most notably when he was arrested for scaling a Greenlandic oil rig to hand-deliver a petition in protest of drilling in the Arctic in 2011. A year later he occupied a Russian oil rig in the Barents Sea in the Russian Arctic.
Kumi’s most recent role has been as a co-founder and interim chair of the pan-African organization, Africans Rising for justice, peace and dignity. The group, which has forged partnerships across trade unions, religion and civil society, aims to change the fact that while the Africa as a continent has benefitted from economic growth, Africans themselves have not shared in that increasing wealth and power.
It was seeing a letter that Nelson Mandela had written to Amnesty International in 1962, thanking the organisation for sending a representative to observe his trial, that inspired Kumi to apply for the role as the global head of Amnesty.
On the eve of taking up his new role at Amnesty International, Kumi returned to where his story began, by paying a visit to Chatsworth Secondary School in Durban for the first time since his expulsion in 1980.
Speaking to the children at the morning assembly, Kumi said: “Do not accept your voice does not matter, do not wait until tomorrow to exercise leadership since if you wait, there will be no tomorrow. And remember that service to humanity brings you the greatest happiness.”
BACKGROUND
The Secretary General is the leader and main spokesperson for Amnesty International and the Chief Executive of its International Secretariat. Amnesty International is the largest human rights movement globally, with a global presence including offices in more than 70 countries, 2,600 staff and seven million members, volunteers and supporters worldwide.
The Secretary General is appointed by the International Board of Amnesty International for an initial four-year term. The appointment followed an extensive global search.
Kumi Naidoo has held multiple leadership roles including Chair of the Global Call for Climate Action, Founding Chair of the Global Call to Action against Poverty and Secretary General and CEO of CIVICUS, the World Alliance for Citizen Participation.
Kumi Naidoo succeeds Salil Shetty, who served two terms as Secretary General from 2010.
