도널드 트럼프 미국 대통령이 중앙아메리카 출신 이주민, 난민, 비호 신청자들의 인권을 제한하는 정책을 시행할 계획이라고 발표한 것에 대해, 쿠미 나이두(Kumi Naidoo) 국제앰네스티 사무총장은 다음과 같은 입장을 밝혔다.
“망명 신청은 기본권이다. 미국법에는 안전한 피난처를 찾아 미국에 입국한 사람은 어디서, 어떻게 입국했는지는 관계없이 모두 망명을 신청할 수 있다는 점이 분명히 명시되어 있다. 우리는 트럼프 대통령에게 이 점을 재차 강조하고자 한다. 망명 신청자의 권리를 제한하려는 트럼프 대통령의 의도는 이러한 법률 및 미국의 국제적 의무에 어긋나는 것이다.”
“지금, 이 순간에도, 수많은 어머니와 아버지, 어린이들이 폭력과 박해를 피해 시급히 안전한 거처를 찾기 위해 끔찍하고도 위험한 여정을 견뎌내고 있다. 생명을 위협받는 상황이 아니라면 그 누가 자신의 고향을 떠나 이러한 여정에 오르겠는가. 트럼프 대통령은 이들을 악마화하기 이전에 이 점을 생각해봐야 할 것이다.”

“국경을 넘은 사람들은 국가 안보의 위협과는 거리가 멀다. 이들은 인권을 중시하며, 인권 옹호를 갈망하는 미국에서 살 수 있을 거라는 희망을 품고 국경을 넘는 것이다. 트럼프 대통령과 미국 정부는 중앙아메리카를 비롯한 세계 여러 지역의 취약한 가족들에게 문을 닫아버려서는 안 된다. 수천 명의 생명이 위태로운 상황이다.”
마가렛 황(Margaret Huang) 국제앰네스티 미국 이사장 역시 이렇게 덧붙였다.
“또한 난민 텐트가 밀집한 지역에서 가족들, 특히 유아와 어린이를 무기한 구금하는 것은 매우 비인도적이고 정당하지 못하다. 최근 텍사스 토닐로의 텐트 밀집 지역을 답사하는 과정에서 가장 먼저 눈에 띈 것은, 비호 신청자들이 비인도적인 대우를 받고, 우리가 같은 입장이라도 똑같이 했을 행위를 이유로 범죄자로 몰리는 모습이었다. 이는 국경 지역의 안전을 찾아 피난 온 가족들을 악마화하려는 트럼프 정부가 만든 것이다.”

이번 달 초, 국제앰네스티는 보고서를 통해 미국 정부가 망명 신청을 접수하거나 검토조차 하지 않은 채 망명 신청자들을 국경에서 돌려보내는 일이 빈번히 벌어지고 있으며, 미국 정부가 국내법과 국제법을 모두 위반하고 있다는 조사 결과를 발표했다.
우리가 압박을 계속한다면 국토안보부가 망명 신청자에 대한 처벌을 중단하게 만들기 위해 지금 당신의 참여가 필요합니다.

In response to President Trump’s plans to implement restrictive policies to limit the rights of migrants, refugees, and people seeking asylum from Central America, Amnesty International’s Secretary General Kumi Naidoo issued this statement:
“Seeking asylum is a fundamental human right. I would like to remind President Trump that US law states very clearly that it does not matter where or how people seeking safe haven enter the country – they are allowed to apply for asylum. His intentions to limit the rights of those seeking asylum are against those laws and the USA’s international obligations.
“Right now, mothers, fathers, and children are enduring a terrible and arduous journey because they urgently need to find safe haven from violence and persecution. Instead of demonizing them, I urge President Trump to think about why anyone would leave their home and embark on such a journey, if they were not afraid for their lives.
“Far from being a national security threat, people walking to the border are doing so in the hope of being able to live in a country that claims to cherish human rights and aspires to uphold them. President Trump and his administration must not shut the door to vulnerable families from Central America and other regions of the world. The lives of thousands of people are at stake.”
Amnesty International USA’s executive director Margaret Huang added:
“Once again, President Trump has revealed his deep cruelty toward people who are only trying to rebuild their lives in safety. It is against international law to turn people away for seeking protection from violence and persecution. Mothers, fathers, children, and others have every right to request asylum between ports of entry.
“It is also deeply inhumane and unlawful to indefinitely detain families, particularly babies and children, in tent cities. Recently on a tour of the tent city in Tornillo, Texas, I saw firsthand what happens when people seeking protection are treated inhumanely and criminalized for doing what any one of us would do in their shoes. This is part of President Trump’s larger efforts to demonize families seeking safety at the border.
“We reject these vicious policies. People seeking protection deserve our compassion, not our contempt. Threatening desperate people with excessive force is horrifying and unlawful. The U.S. government must abide by international law and welcome people seeking safety into the country while their asylum claims are being reviewed.”
Earlier this month, Amnesty International released a report finding that U.S. border authorities regularly violated both domestic and international law by turning away asylum-seekers at the border without registering or determining their claims.
