‘변화를 만들어내는 인권교육의 힘(Transformative Power of Human Rights Education)’ 시리즈는 자신의 인권을 알고 인권의 문화를 확산하는 전 세계 활동가들로부터 영감을 받아 시작되었다. 이 시리즈를 통해 국제앰네스티 인권교육 활동에 참여하고 있는 인권옹호자들의 이야기를 엿볼 수 있다. 이 시리즈는 인권교육이 어떻게 변화를 만들어내는지, 그리고 활동가들이 어떤 활동을 하고 있는지 집중적으로 다루고 있다.

어떻게 인권교육 활동가가 되었나요?
언젠가 이런 말을 들은 적이 있다. “액티비즘은 내가 이 세상을 살아가는 데 지불해야 할 임대료다.” 이 말이 좀처럼 쉽게 잊혀지지 않았다. 나는 힘든 상황에 처해 있는 나라 출신이지만, 그 나라에서도 특권층에 속하는 사람이다. 내가 가진 이 특권을 더욱더 힘겨운 상황에 처한 사람들을 돕고, 변화를 만들고, 목소리를 높이는 데 사용하는 것이 옳은 일이라고 생각한다.
인권교육은 내 인생의 전환점이었다. 17세 때 국제앰네스티에서 주최한 성과 재생산 권리에 관한 워크숍에 참석한 적이 있다. 그날의 경험은 영원히 잊지 못할 것이다. 이런 교육과 원동력은 이전에는 단 한 번도 겪어보지 못한 것이었다. 특히 안전한 공간에서, 다양한 배경을 가진 많은 사람이 모여 매우 사적인 수준의 이야기까지 나눌 수 있다는 것은 내게는 정말 큰 충격이었다. 이전까지는 이런 주제에 대해 이렇게 자유롭게 말할 기회가 전혀 없었다. 덕분에 나는 자신감을 얻었고, 다른 사람들에게 이해받고, 혼자가 아니라는 것을 느낄 수 있었다.
어떤 인권교육 활동에 참여하고 있는지, 이를 통해 어떤 변화를 만들었는지 알려주세요.
내게 가장 획기적이었던 순간은 2015년에 시작된 칠레의 낙태금지법 개정을 위한 “칠레는 여성을 보호하지 않는다(Chile doesn’t protect women)” 캠페인에 참여한 것이었다. 한때는 모든 상황에서 낙태를 금지했을 정도로 매우 엄격했던 페루의 낙태 관련 법을 바꾸기 위해 지금도 계속해서 활동하고 있다.
최소 3가지 기본적인 상황에서 낙태를 비범죄화하기 위해 우리는 다양한 활동을 해왔다. 수많은 단체와 함께 한 기나긴 과정이었지만, 지난해 마침내 법을 개정할 수 있었다. 작은 진전이었지만, 엄청난 성과이기도 했다. 이러한 변화 덕분에 이제 여성들은 남몰래 낙태하다가 목숨을 잃을 일도 없고, 자신의 신체에 관한 결정으로 인해 처벌받을 일도 없게 되었다.
개인적으로 수년 동안 매진해 온 활동이 사람들의 삶에 깊숙이 영향을 미치게 되는 걸 보는 것은 매우 감동적인 순간이었다. 이러한 순간들이 있기에 계속해서 나아갈 수 있다.

이 캠페인에서 인권교육은 어떤 역할을 하고 있나요?
인권교육은 내가 믿고 있는 가치에 대해 말하고, 다른 사람들을 동기부여 할 기회를 준다. 우리는 법을 바꾸기 위해 싸울 뿐만 아니라 사람들에게 관용에 대해 알리고, 낙태에 대한 낙인을 없애고 싶다.
학교에 가서 과거의 나처럼 고민하는 어린이들을 만나 ‘성인들이 아무리 무시하더라도 여러분의 의견이 중요하고 가치 있으며, 자신의 목소리를 낼 권리와 옳다고 생각하는 일을 위해 싸울 권리가 스스로에게 있다’고 알려줄 수 있었다. 나는 워크숍이 끝난 후 그들 모두가 힘을 얻고, 자신의 의견이 존중받은 기분을 느끼며, 자신이 속한 공동체에서 변화를 만들 수 있도록 동기 부여된 것을 볼 수 있었다.
성과 재생산 권리에 관한 우리의 활동이 교육제도의 허점을 보완하고, 청소년들이 배우고 토론할 수 있는 안전한 공간을 마련한다고 생각한다. 우리는 이 주제가 일반적으로 다뤄지고, 사람들이 자기 권리를 주장할 수 있도록 힘을 불어넣으려 한다.

지역사회와 세계에 어떤 변화가 일어나길 바라나요?
여성과 청소년을 비롯한 모든 사람이 자신의 권리를 누리는 모습을 보고 싶다. 모든 사람이 힘을 얻고, 자신의 권리에 대해 알기를 바란다. 더 개방적이고 양심적인 사회를 바란다. 과거의 역사를 기억하는 사회, 이주민과 난민을 환영하고 여성 인권에 관심을 가지는 나라에서 살고 싶다. 나는 그런 사회를 만들기 위해, 매 순간 한 걸음씩 내디디며 노력하고 있다!

Karin Watson: “Education is the base of every social change”
Inspired by activists from across the globe learning their rights and spreading a global culture of human rights, the Transformative Power of Human Rights Education series is a window into the stories of the human rights defenders that have taken part in Amnesty’s human rights education initiatives. The series sheds light on the transformative power of HRE and the actions these activists go on to take.
How did you become an activist?
One time I heard someone say, “Activism is the rent I pay for living in the world”, and it’s the kind of thing you never forget. I feel like I come from a privileged background in a struggling country, and I believe the right thing is to use that privilege to help those in worse situations, to change things, to raise our voice.
Human Rights Education was a turning point in my life. I went to an Amnesty workshop on sexual and reproductive rights when I was 17. It was an experience I’ll never forget: that kind of education and dynamic is something I had never experienced before. It was particularly the safe space that they created that really impacted me, so many different people from such diverse backgrounds, being able to share on a very intimate level. I had never had the opportunity to speak with such freedom about such topics. I felt empowered, understood and less alone.
Tell us about an initiative you’ve taken part in through HRE, and the change you’ve seen it make.
One of my most ground-breaking moments was being part of the “Chile doesn’t protect women” campaign, which started in 2015 and focuses on changing the abortion law in my country. It’s been an ongoing fight to change our very strict laws about abortion, which back then forbid it under all circumstances.
We worked very hard with different initiatives, to decriminalize abortion in at least three basic grounds. It was a long process, with big effort from different associations and organisations, but finally last year we got the law to change. It was a small step, but a giant achievement. This change means women and girls don’t have to die because of clandestine abortions, and they won’t be punished for taking decisions over their own bodies.
Personally, it was a very emotional moment, seeing the work of years and years turn into something that affects people’s lives so deeply. It’s the kind of moment that keeps you going. Seeing the impact it had on women and girls across the country was amazing!
What is the role of Human Rights Education in this?
Human Rights Education gives me the opportunity to speak out for what I believe and to motivate others to do it. In our campaign, we weren’t only fighting law, we wanted to educate people about tolerance and reduce the stigma of abortion.
I have the opportunity to go to schools and tell kids who are struggling like I used to that their opinions matter and are valuable, that they have the right to speak out, to fight for what they think is right, even when older people discourage them. After the workshops, I can see that they feel empowered, heard, and motivated to create change in their own communities.
Working in sexual and reproductive rights, I feel like we help fix the holes of our educational system and we create safe spaces for young people to learn and discuss. We try to normalize topics and empower people to claim their rights.
Education is the base of every social change. Every single person who feels motivated is a little step forward.
What change do you want to see in your community, in the world?
I want to see people, women and youth enjoying their rights. I want people to feel empowered and to know their rights. I want a society that is more open and conscious. I would like to live in a society that remembers its past and a country that welcomes migrants and refugees and is concerned about women’s rights. And, one step at a time, I’m trying to help build that society!
