7월 27일 러시아 모스크바에서 자유 선거를 지지하는 대규모 평화적 집회가 진행되던 중 러시아 경찰이 시위대를 대상으로 과도한 무력을 행사했다. 이에 국제앰네스티는 구금된 야당 인사와 평화적 시위대를 즉시 석방하라고 촉구했다.
나탈리아 즈뱌지나(Natalia Zviagina) 국제앰네스티 러시아사무소 소장은 다음과 같이 밝혔다. “이날 러시아 정부는 잠재적인 폭력 사태에 대한 신뢰성 있는 보고가 없음에도 불구하고, 시위가 시작되기에 앞서 모스크바의 주요 시가지의 출입을 모두 봉쇄하고 상점을 폐쇄하는 등 군법 수준의 보안조치를 취하며 최악의 모습을 보여줬다. 모스크바 도심에서는 하루 종일 인터넷 접속이 간헐적으로 제한됐다. 심지어 시위 주도자들이 집회에 참석하기 위해 집을 나서자마자 경찰에 미리 구금되기까지 하면서, 반대 의견을 잠재우려는 정부의 노력은 터무니없는 수준에 이르렀다.”

“일부 시위대가 독자적으로 폭력을 행사한 사건이 몇 차례 보고되긴 했지만, 모스크바 시위는 압도적으로 평화적인 분위기에서 진행되었으며 시위 참여자들 또한 ‘이것은 평화적 집회다’라는 구호를 외쳤다.”
국제앰네스티 대표단은 경찰이 곤봉으로 시위대를 구타하고 바닥에 내동댕이치는 등 무차별적으로 무력을 행사하는 사례를 여러 차례 목격했다. 집회가 시작되기 몇 시간 전 모스크바 시청 앞을 조깅하며 지나가던 시민을 경찰이 체포한 사건은 특히나 충격적이었다. 이후 언론은 이 시민의 다리가 골절되었다고 보도했다.

“우리는 이러한 사건에 대해 즉시 전면적이고 실효성 있는 조사를 실시할 것을 러시아 정부에 촉구한다. 또한 경찰 폭력의 피해자들이 관할법원을 통해 마땅한 보상을 받을 수 있도록 보장해야 한다. 현재 구금된 평화적 시위대는 모두 즉시 석방되어야 한다. 누구도 표현의 자유와 평화적인 집회의 자유를 행사했다는 이유만으로 구금되어서는 안 된다.”
배경정보
7월 27일, 모스크바시에서 금지한 집회시위에 참여했던 사람들 중 770명 이상이 구금되었다. 구금된 인원은 같은 날 오후 8시까지 계속해서 증가했다. 이날 수천 명의 시민들이 9월에 있을 모스크바 시의회 선거에 야권 인사들의 후보 등록을 요구하며 거리로 쏟아져 나왔다.
시위를 주도했던 후보자 중 대부분은 집회에 앞서 미리 체포되었다. 일야 야신(Ilya Yashin) 모스크바 크라스노셀스키 구청장 (전날 밤 심문과 수색을 받은 후 구금), 드미트리 구드코프(Dmitry Gudkov) 전 국가두마 의원 (교외에 있던 자택에서 모스크바로 운전해 가던 중 구금), 그리고 몸을 숨기고 있던 친구 집에서 나서자마자 구금된 시의원 율리아 갈리아미나(Yulia Galiamina)등이 대표적인 인물이다.

Reacting to incidents of excessive use of force by Moscow police against protesters during today’s largely peaceful rally in support of free elections, Amnesty International called for the immediate release of opposition leaders and peaceful protesters.
“Russian authorities today hit a new low by imposing military law-like security measures on the unsanctioned rally, blocking access to major Moscow streets and shutting down businesses in advance of the demonstration despite the absence of credible reports of potential violence. Internet access in the city centre was intermittent throughout the day. Efforts to quash opposition voices reached absurd levels when protest leaders were preventively detained by police upon leaving their homes to attend the rally,” said Natalia Zviagina, Director of Amnesty International’s Representative Office in Russia.
“While isolated incidents of violence from some protesters have been reported, the Moscow protest was overwhelmingly peaceful, with participants chanting “it’s a peaceful rally.” Amnesty International representatives on several occasions witnessed indiscriminate use of force by police, who beat protesters with batons and knocked them to the ground. In a particularly shocking incident police detained a jogger running past Moscow City Hall hours before the start of the rally; media later reported that his leg had been broken.
“We demand that the Russian authorities conduct an immediate, full and effective investigation into these incidents and ensure that the victims of police violence gain retribution in competent courts. All peaceful protesters must be immediately released; no one should be imprisoned for merely exercising their rights to expression and peaceful assembly.”
Background
On 27 July, more than 770 people were detained during protest rallies banned by Moscow city authorities, with the number of detentions increasing as of 8 pm Moscow time. Thousands of people took to the streets demanding the registration of opposition candidates barred from running to Moscow City Parliament in September.
Most of the candidates who called for the protest were detained preventively, including, among others, Ilya Yashin, the head of Krasnoselsky municipal district of Moscow (detained after interrogation and searches at his home the previous night), Dmitry Gudkov, former State Duma member (detained while driving to Moscow from his country house), and municipal deputy Yulia Galiamina, detained when she left her friend’s house where she was in hiding.
