- 홍콩의 표현 및 집회시위의 자유 억압과 인권옹호자에 대한 탄압 중단 촉구 글로벌 캠페인 이어 나갈 것
국제앰네스티는 지난 2일 발표된 <2023 광주인권상> 수상자로 1989년 천안문사건 희생자 추모 촛불집회를 주최하며 홍콩 민주주의 투쟁을 이어온 인권변호사 초우항텅(Chow Hang-tung)이 선정된 것을 크게 환영한다.
2023 광주인권상 심사위원회(위원장 문희상 前 국회의장)는 홍콩 정부의 반민주, 반인권적 처사에 맞서 저항해 오며 현재 구금상태에서도 홍콩 민중을 억압하는 제도에 맞서 힘겨운 싸움을 이어 나가고 있는 초우항텅의 노력이 전 세계의 인권운동가들과 민주사회를 염원하는 시민들에게 용기와 희망을 준 것을 강조하며 수상자 선정의 취지를 밝혔다.
초우항텅은 홍콩시민지원애국민주운동연합회의 부주석으로서 1989년 천안문사건의 희생자를 추모하는 촛불집회를 주최해 왔다. 그러나, 그녀는 이에 대한 침묵을 요구하는 홍콩정부로부터 ‘국가안보를 위협한다’는 명목 아래 구금상태에 처해있다. 또한, 홍콩의 국가보안법에 따라 2021년 9월 9일, ‘체제전복 선동’ 혐의로 기소되어 10년의 추가 징역형 위기에 처해있다.
국제앰네스티는 2020년 6월, 홍콩의 국가보안법이 통과된 이래 수많은 정치인과 언론인, 그리고 초우항텅과 같은 인권활동가를 체포하고 억압하는데 사용되고 있음을 지적하며, 중국에 홍콩 시민들의 인권 보장을 촉구해 왔다.
국제앰네스티는 초우항텅의 2023년 광주인권상 수상이 억압받고 있는 홍콩 활동가들과 시민에게 응원과 격려가 되길 기대하며, 이번 기회를 통해 다시 홍콩 당국에 표현의 자유 및 집회시위의 자유 등 권리를 행사하는 이들을 ‘국가 안보’를 이유로 기소하는 관행을 중단할 것을 촉구한다.

Amnesty International welcomes the selection of Chow Hang-Tung as the laureate for 2023 Gwangju Prize for Human Rights
Amnesty International Korea welcomes the announcement of Chow Hang-tung as the winner of the 2023 Gwangju Prize for Human Rights.
Chow Hang-tung is a lawyer who continued the struggle for human rights in Hong Kong by hosting a candlelight vigil in memory of the victims of the 1989 Tiananmen Square crackdown in Beijing.
The Gwangju Prize for Human Rights (GPHR), established in 2000, is an award given by the South Korean May 18 Memorial Foundation. Its purpose is to promote the spirit of the May 18 Democratization Movement.
It is awarded to individuals and organizations who have contributed significantly to the development of human rights, unification, solidarity, and peace.
“Chow Hang-tung’s efforts in resisting the government of Hong Kong’s anti-democratic and anti-human rights treatment even while in detention, and continuous tough battle against the system that oppresses the people of Hong Kong, are giving courage and hope to human rights activists and citizens aspiring for a democratic society throughout the world,” said Moon Hee-sang, 2023 Gwangju Prize for Human Rights Committee Chairperson.
As the vice-president of the now defunct Hong Kong Alliance in Support of Patriotic Democratic Movements of China, Chow Hang-tung organized candlelight vigils in commemoration of the victims of the 1989 Tiananmen Square crackdown.
However, amid the Hong Kong government’s campaign to silence activists, Chow Hang-tung is currently detained under the pretext of “threatening national security”. On September 9, 2021, she was charged with ‘incitement of subversion” and can face an additional charge of up to 10 years according to Hong Kong’s National Security Law.
Amnesty International urges authorities to protect the human rights of Hong Kong citizens. Since its enactment in June 2020, Hong Kong’s National Security Law has been used to arrest and suppress numerous politicians, journalists and human rights activists including Chow Hang-Tung.
Amnesty International hopes that Chow Hang-tung’s selection for 2023 Gwangju Prize for Human Rights will uplift and encourage oppressed activists and citizens of Hong Kong. Amnesty International also takes this opportunity to urge the Hong Kong authorities to stop prosecuting those who exercise their rights, such as freedom of expression, freedom of assembly and freedom of association, on grounds of “national security.”
