Amnesty International Korea ‘JUST MARRIAGE’ march for marriage equality joined by hundreds at Seoul Queer Parade

Amnesty International Korea (hereinafter AIK) successfully launched the ‘JUST MARRIAGE’ campaign calling for marriage equality in South Korea at the Seoul Queer Parade on 1 July.
The campaign was launched to support the movement for marriage equality in South Korea amidst growing momentum across the world for legal recognition for same sex couples, and took place in Euljiro in central Seoul.
33 countries now recognize same-sex marriage in law since the Netherlands became the first country to pass such law in 2001. In South Korea, the High Court ordered the National Health Insurance Service (NHIS) to resume coverage for a partner in a same-sex relationship in February of this year, and on 31 May a cross-party group of lawmakers co-sponsored a bill to amend the Civil Act to recognize marriage for same-sex couples.
Even though the country’s Civil Act does not prohibit same-sex marriage, the absence of explicit legal recognition coupled with widespread discrimination against LGBTI individuals has prevented same-sex couples from being able to register their marriages. As a result, same-sex couples are denied many of the basic rights granted to legally recognized couples.
Through the ‘JUST MARRIAGE’ campaign, AIK is demanding an end to discrimination against same-sex couples by denying them the right to marriage and calling on South Korea to guarantee this basic right in law equally (in a ‘just’ way) for everyone.
AIK operated a booth at Seoul Queer Parade and distributed eco-bags to supporters who had pre-registered and presented their digital wedding invitations. In addition, the march itself which began at 4:30 pm attracted much attention through a same-sex wedding celebration performance.
In particular, Kim Kyu Jin and Kim Sae Yeon, a lesbian couple who registered their marriage in the US in 2019 and held their wedding ceremony in Seoul in November of that year, and Youtubers Kim and Backpack, a gay couple of ten years known together as Mango Couple, led the march and threw bouquets to their wedding guests. More than 100 guests (AIK members and supporters) participated in the ceremony dressed in pink T-shirts, and cried out for “JUST MARRIAGE” as they marched through the center of the city passing through Euljiro, Myeongdong, City Hall and Jonggak.
“We registered our marriage in the US in May of 2019, held our wedding ceremony in South Korea in November of 2019, and registered our marriage in South Korea on May 20 (of course it wasn’t accepted), and even joined today’s wedding march. How many more events do we have to hold before our marriage is recognized? We are supporting the JUST MARRIAGE campaign so we can become a legal couple while we are young as possible. I mean, after all it’s just marriage!” said Kim Kyu Jin and Kim Sae Yeon.
The couple had announced the news of Kim Kyu Jin’s pregnancy in a media interview just a day before the parade, and they participated in the march and they received a lot of attention and support for performing at 8 months pregnant.
“When we first started dating, we thought that we would be able to get married in roughly 10 years, but we’ve already become a 10-year-old couple. It is a pity that Korea’s law has still not evolved an inch even though it is said that even the strongest of mountains will change in 10 years. By participating in the virtual wedding march with all guests who celebrated us today, we realize how much people’s thinking has changed over the past decade. It’s time for our laws to catch up with the maturity of our citizens. Marriage equality now, so that difference does not become discrimination!” said Kim and Backpack.
Today’s campaign is an initial step towards promoting LGBTI rights and achieving gender justice in South Korea. AIK is planning to expand today’s campaign digitally at the end of July by inviting people to join Rain and Bow’s virtual wedding in an online action called ‘My Friend’s Wedding: JUST MARRIAGE’ to demonstrate the wide support for marriage equality in South Korea.

국제앰네스티 한국지부(이하 국제앰네스티)는 오늘 24회 서울퀴어퍼레이드에서 한국의 혼인평등 촉구를 위한 ‘그냥 결혼이야 JUST MARRIAGE‘ 캠페인의 시작을 알리는 퍼레이드를 성황리에 마쳤다.
을지로 일대에서 진행된 서울퀴어퍼레이드에 참여한 국제앰네스티는 혼인평등이 세계적 흐름임을 알리고 한국에서 시작되고 있는 혼인평등 운동에 힘을 보태기 위해 이번 캠페인을 기획했다.
2001년 네덜란드를 시작으로 현재까지 33개국에서 동성결혼이 법적으로 인정되었다. 한국에서는 서울고등법원이 지난 2월 국민건강보험공단에 동성 배우자의 피부양자 자격을 인정하라고 판결했으며, 이후 5월 31일 동성혼을 법제화하는 혼인평등법안이 초당적으로 발의되는 등 긍정적인 흐름이 이어지고 있다.
현재 한국은 민법상 동성 간 혼인을 금지한다는 명시적 조항이 없음에도 관습적인 차별과 법해석으로 동성커플의 혼인신고가 받아들여지지 못하고 있다. 이에 따라 동성부부는 법적으로 인정되는 부부에게 주어지는 다양한 권리를 부정당한다.
‘그냥 결혼이야 JUST MARRIAGE‘ 캠페인은 동성 커플의 결혼이 이성 커플의 결혼과 다를 것이 없다는 의미와 함께 ‘JUST’의 ‘공정한’이란 의미를 부여하여 한국의 불평등한 혼인제도 문제를 꼬집고 모두에게 공정한 결혼이 되어야 한다는 메시지를 담았다.
이번 행사에서는 국제앰네스티 홈페이지를 통해 사전 참가 신청을 하고 모바일 청첩장을 지참한 참가자에 한해 캠페인 슬로건이 새겨진 가방을 증정하였다.
또한, 오후 4시 30분부터 진행된 행진에서는 동성부부의 결혼식을 컨셉으로 한 퍼포먼스로 많은 이들의 관심을 모았다. 특히, 2019년 미국에서 혼인 신고를 하고 같은 해 11월 한국에서 결혼식을 올린 레즈비언 부부인 김규진, 김세연 부부와 10년 차 게이커플 유튜브 채널 망원댁tv의 킴, 백팩 커플이 행진의 선두에 서서 부케를 던지는 퍼포먼스를 진행하였다.
핑크색 티셔츠를 입은 100명 이상의 하객(국제앰네스티 회원과 지지자)은 이들의 상징적 결혼을 축하하는 증인이 되어 이번 캠페인 슬로건인 “그냥 결혼이야 JUST MARRIAGE!”를 외치며 을지로 2가에서 시작해 명동, 시청, 종각 등을 거치는 주요 도심 일대를 행진했다.
이날 퍼포먼스를 선보인 김규진, 김세연 부부는 “2019년 5월 미국 혼인신고, 같은 해 11월 한국 결혼식, 2020년 5월 한국 혼인신고(불수리 처분), 급기야 2023년 7월 오늘의 혼인행진까지 대체 몇 번의 행사를 더 치러야 저희는 결혼할 수 있을까” 라며, “가능한 젊을 때 법적부부가 될 수 있도록 ‘그냥 결혼이야 JUST MARRIAGE‘ 캠페인을 응원한다. 이거 그냥 결혼이야!”고 참여 소감을 전했다.
이 부부는 지난 30일 임신 사실을 언론에 공개 하였다. 김규진 씨는 임신 8개월임에도 불구하고 행진과 퍼포먼스에 참여하여 많은 이들의 응원을 받았다.
이어서 킴과 백팩 커플 역시 “처음 저희가 사귈 때 10년 후면 우리도 결혼할 수 있지 않을까 막연하게 생각했었는데 벌써 올해로 10년 차 커플이 되었다. 10년이면 강산도 변한다는데 아직도 우리나라 법이 제자리걸음만 하고 있어 안타깝다. 오늘 우리를 축하해 주는 앨라이 하객들과 함께 가상 결혼식 행진에 참여해 보니 시민들의 생각이 10년간 얼마나 많이 변했는지 실감이 난다”며, “이제는 우리나라의 법이 시민들의 성숙함을 따라잡을 때가 되지 않았나 하는 생각이 든다. 차이가 차별되지 않도록 지금 당장 혼인 평등!”고 말했다.
한편, 국제앰네스티는 LGBTI 인권을 증진하고, 우리 사회의 젠더 평등을 실현하기 위한 활동의 일환으로 서울퀴어퍼레이드에서 본 캠페인을 진행하였다. 7월 말에는 혼인평등 의제를 일반 대중들과 앨라이에게도 알릴 수 있는 디지털 캠페인 ‘내 친구의 결혼식: 그냥 결혼이야 JUST MARRIAGE’를 론칭할 예정이다.
