국제앰네스티는 지난 이스탄불에서 있었던 1,000명 이상의 부상과 최소 2명의 사망에 대한 소식에 대해 터키 당국은 시위자들의 사망과 부상을 막고 기본적인 권리에 대한 접근을 허용하며 모든 대중에게 안전을 보장하기 위한 긴급 조치를 취해야 한다고 발표했다.
국제앰네스티는 이스탄불의 탁심(Taksim) 지역과 가까운 사무국을 밤새 경찰의 폭력으로부터 도망쳐온 시위대들을 위한 안전 피난처로 열어두었다. 현재 20명의 의사가 부상당한 시위자들을 치료하고 있으며 다른 시민단체들도 비슷한 조치를 취하고 있다.
국제앰네스티 유럽국 국장 존 달휘센(John Dalhuisen)은 “터키에서 일어나고 있는 경찰의 과도한 무력 사용은 흔한 일이지만 탁심에서 진행되는 전적으로 평화로운 시위에 가혹한 무력으로 대응하는 것은 매우 부끄러운 일이다. 이는 많은 수의 사람들이 부상을 입은 이스탄불 거리의 상황을 굉장히 악화시키고 있다”고 전했다.
시위에 나가 있는 국제앰네스티 감시단은 평화로운 시위대를 향한 물대포 사용과 경찰에게 돌을 던지는 것을 목격했다.
현장에 나와 있던 시위자들과 변호사들, 의료 전문가들의 증언과 영상 증거들은 이러한 현상이 이스탄불 중심부 전역에서 시위대를 향해 경찰들이 지속적으로 사용하는 전략이라는 것을 확인해주었다.
보고에 따르면, 시위자 중 천 명 이상이 부상을 입었고 최소 두 명이 사망했다.
경찰의 부적절한 최루가스 사용은 최루가스 통에 맞아서 발생한 심각한 머리 부상을 포함한 밝혀지지 않은 많은 수의 부상을 일으키며 시위대의 안전에 가장 큰 위협을 가하고 있다. 시위가 벌어지는 장소에 수백 개의 빈 최루가스 통이 바닥에 남아있다.
경찰이 고의적으로 개별 시위자에게 최루가스를 겨냥하는 상황이 많이 있었다. 시위자 다수는 가까운 거리에서 사용된 최루가스 때문에 시력을 잃었다고 생각하기도 했다.
최루가스는 건강에 특히 위협이 될 수 있는 사방이 막힌 공간에서 사용되기도 했다. 몇몇 경우 시위대들이 대피할 수 있도록 문을 열어둔 집이나 사무실로 최루가스가 직접 발사되기도 했다. 보고서는 많은 시위 장소와 인접한 탁심 응급 병원(Taksim Emergency Hospital)의 입구 근처로 최루가스가 발사되기도 했다고 밝혔다.
국제앰네스티는 지난 5월 31일 밤, 일부 시위자들이 음식과 물, 변기 시설의 접근이 보장되지 않는 덥고 붐비는 경찰차에 12시간 넘게 구금되어있다는 보고를 받았다. 국제앰네스티는 구금된 동안 경찰에게 학대받은 혐의를 제기하는 개인들로부터 49개의 불만을 접수했다.
또한, 국제앰네스티는 구금되거나 거리에 있는 부상 시위자들이 적합한 의료 조치를 받지 못했다는 정보를 받았다.
변호사들은 국제앰네스티에 부상당한 시위자들이 병원에서 치료가 필요한 상태임에도 경찰에 의해 체포되거나 경찰서에 잡혀갔다고 전했다. 일단 구금이 되면 적절한 의료 조치를 받을 수 없게 된다.
달휘센 유럽국 국장은 “경찰의 무력 사용이 시위의 아주 사소한 부분에 그쳤던 폭력에 대응하는 것이 아니라 어떤 종류의 시위던지 방지하고 막으려는 욕망에 의한 것이 분명하다”고 말했다.
거리에서 부상당한 시위자를 치료하기 위한 임시 의료 시설을 만들려던 이스탄불 의료원의 시도는 시위 장소에서 지속해서 최루탄을 사용하는 경찰로 인해 방해받았다. 국제앰네스티는 또한 경찰이 부상당한 시위자들의 탁심 응급 병원 접근을 방해하였다고 전해 들었다.
의료에 대한 수요에 대응하고자 주변에 있는 개인 병원들이 부상당한 시위자를 위해 문을 열어두었으며 의사들에게 업무 요청을 위한 연락이 전해졌다.
위기상황이 심각해짐에도 불구하고 터키 당국은 행보를 바꾸거나 시위대와 일반 대중의 안전에 대해 필요 조치를 취하려는 모습을 보이지 않고 있다.
국제앰네스티는 전 세계 활동자들에게 터키에서 발생하는 상황에 대해 행동하기를 긴급 촉구했다. 국제앰네스티는 레제프 타이이프 에르도안(Recep Tayyip Erdogan) 총리가 당장 개입하여 경찰의 폭력을 멈추라고 요구했다. 체포와 구금 중에 발생한 학대는 다시는 일어나선 안 되며 의료 조치에 대한 접근 또한 반드시 보장되어야 한다. 폭력에 대한 독립적이고 효과적인 조사와 함께 정부의 위기 확산 감소가 긴급하게 나타나야 한다.
달휘센 유럽국 국장은 “터키 당국은 평화로운 시위가 계속될 수 있도록 허용하고 경찰 전략을 당장 재고하며 우리가 목격하고 있는 학대의 책임자에 대한 조사를 진행하고 책임을 지도록 해야 한다”고 밝혔다.
Turkey: Disgraceful use of excessive police force in Istanbul
Urgent steps must be taken by the Turkish authorities to prevent further deaths and injuries and allow protesters access to their fundamental rights, as well as ensuring the security of all members of the public, Amnesty International said following reports of more than 1,000 injuries and at least two deaths of protesters in Istanbul.
Amnesty International kept its office, which is close to the Taksim area of Istanbul, open as a safe haven for protesters escaping police violence throughout the night. Twenty doctors are currently in the office and treating injured protestors. Other civil society organizations have taken similar actions.
“Excessive use of force by police officers can be routine in Turkey but the excessively heavy-handed response to the entirely peaceful protests in Taksim has been truly disgraceful. It has hugely inflamed the situation on the streets of Istanbul where scores of people have been injured,” said John Dalhuisen, Director of Amnesty International for Europe.
Amnesty International observers at the protests witnessed the use of water cannon against peaceful protestors as well as those throwing stones at police.
The testimonies of protestors,lawyers and medical professionals at the scene and video evidence confirm this as a widespread tactic employed by the police at demonstrations continuing across central Istanbul.
According to reports, more than a thousand protesters have been injured and at least two have died.
The inappropriate use of tear gas by police has been the most devastating on the safety of demonstrators, causing an unknown number of injuries, including serious head injurieswhen the canisters hit protestors. Hundreds of empty tear gas canisters remain on the ground in areas where demonstrations are taking place.
On a number of occasions police were seen deliberately targeting individual protestors with tear gas canisters. A number of protestors are thought to have lost their sight as a result of the use of tear gas at close range.
Tear gas has also been used in confined areas where it is especially dangerous to health. In some cases tear gas was fired directly into homes and businesses that had opened their doors to fleeing protestors. Reports also state that tear gas was fired close to the entrance of Taksim Emergency Hospital, close to the sceneof many protests.
Amnesty International has received reports that some protestors detained last night were held for up to 12 hours in hot and overcrowded police vehicles without access to food, water or toilet facilities. The organization has received 49 complaints from individuals alleging ill-treatment by police against while in detention.
Amnesty International has also received information that injured demonstrators in detention and on the streets have been prevented from accessing appropriate medical care.
Lawyers told Amnesty International that injured protestors were apprehended by police and taken to police stations when they needed hospital treatment. Once in detention they could not access appropriate medical care.
“It is clear that the use of force by police is being driven not by the need to respond to violence – of which there has been very little on the part of protesters – but by a desire to prevent and discourage protest of any kind,” said Dalhuisen.
Attempts by the Istanbul Medical Chamber to establish temporary medical facilities to treat injured protestors on the street have been hampered by the constant use of tear gas by the police in areas where demonstrations are taking place. Amnesty International was also told that police security measures have prevented many injured protestors from accessing the nearby Taksim Emergency Hospital.
Reacting to the demands for medical treatment nearby private hospitals have opened their doors to injured protestors and calls have gone out to doctors to report for work.
Despite the growing crisis Turkish authorities are showing no sign that they will change course or take the required steps to ensure the security of the demonstrators and of members of the public in general.
Amnesty International has launched an urgent call to its activists across the world to take action on Turkey. Amnesty International is calling on Turkey’s Prime Minister, Recep Tayyip Erdogan to step in immediately and stop police violence. Ill-treatment on arrest and in detention must end, access to medical care must be ensured. An independent and effective investigation into the violence must be carried out together with an urgent display of attrition from the government to diffuse the crisis.
“The Turkish authoritiesmust allow peaceful protest to proceed, urgently revise police tactics and investigate – and hold accountable – those responsible for the abuses we are seeing,” said Dalhuisen.
