시리아 내전 3년을 맞아, 러시아 모스크바부터 미국 워싱턴까지 세계 전역의 수천여 명이 각지의 명소에서 촛불을 밝히고, 뱅크시(Banksy)의 그림에 영감을 받아 시리아에 희망의 메시지를 전하는 빨간 풍선 날리기 행사를 진행할 예정이다.
국제앰네스티는 시리아 활동가들과 세이브더칠드런, 옥스팜, 핸드 인 핸드 포 시리아(Hand in Hand for Syria), 국제구조위원회(IRC) 등 24개국 115개의 인도주의 및 인권단체와 함께 시리아가 유혈사태로 얼룩지는 것은 올해가 마지막이 되도록 노력해 줄 것을 세계 정상들에게 요청하는 캠페인을 동시 시작한다. 이 캠페인은 봉쇄 지역에 고립된 주민들을 포함해 도움이 필요한 시리아 국민들이 원조를 받을 수 있게 하고, 앞으로 재개되는 평화회담에 평범한 시리아 국민들의 목소리가 전해지고 또한 귀 기울여질 수 있도록 긴급한 행동에 나설 것을 촉구하고 있다.
저스틴 포시스(Justin Forsyth) 세이브더칠드런 대표는 “지난 3년 동안 시리아의 어린이들은 용납할 수 없는 고통을 견뎌내 왔다. 내전으로 인한 영향은 매우 충격적이었다. 현지에서 함께 활동하고 있는 의료진들은 심각하지 않은 상처에도 기본적인 항생제조차 없어 어린이들이 다리를 절단하고 있고, 신생아들은 빈번한 전력공급 차단으로 인해 인큐베이터에서 죽어가고 있다고 전했다. 인도주의적 접근을 전면 허용한다면 병들고 다친 어린이들이 필요한 의료 지원을 받는 데 도움이 될 것이다. 이에 대한 유엔 결의안은 반드시 이행되어야 한다. 13일 밤 세계 전역에서 진행되는 촛불 밝히기 행사는 시리아 국민들에게 우리가 그들을 걱정하고 있으며, 세계 정상들에게 즉시 분쟁 중단을 위해 행동에 나서도록 촉구하고 있음을 알리기 위한 것”이라고 밝혔다.
배우 이드리스 엘바(Idris Elba)는 “#WithSyria 캠페인의 일환으로 뱅크시의 새로운 작품과 함께 이렇게 멋진 애니메이션에 목소리를 빌려주고 지지한다는 것은 내게 의미가 크다. 시리아의 평범한 주민들은 이미 수백만 명의 목숨을 앗아간 분쟁 속에서 여전히 크나큰 희생을 치르고 있다. 시리아를 위해 함께 힘을 보태자”고 말했다.
살릴 셰티(Salil Shetty) 국제앰네스티 사무총장은 “지난 3년 동안 시리아 국민들은 수없이 많은 인권침해의 대상이 되어 왔고, 특히 현재 진행 중인 무장 봉쇄 상황에서도 역시 마찬가지”라며 “인도주의적 접근에 관한 유엔 결의안은 국제사회가 주거 지역 봉쇄를 해제하고 독립적 인도주의 단체의 접근을 제한 없이 허용하도록 박차를 가할 수 있는 기회다. 이 기회를 놓쳐서는 안될 것”이라고 밝혔다.

Across the world from Moscow to Washington thousands of people will mark the 3rd anniversary of the crisis in Syria on Thursday with candlelit vigils, the lighting up of iconic locations and the release of Banksy inspired red balloons carrying messages of hope to Syrians.
Syrian voices have joined a coalition of 115 humanitarian and human rights groups from 24 countries, including Save the Children, Oxfam, Amnesty International, Hand in Hand for Syria and the International Rescue Committee, to simultaneously launch a pledge for world leaders to commit to making this the last anniversary marked by bloodshed. The campaign is calling for urgent action to ensure Syrians in need – including civilians in areas under siege – can access aid and for the voices of ordinary Syrians to be heard and heeded in reconvened peace talks.
Justin Forsyth, CEO of Save the Children said: “For 3 years Syria’s children have endured unacceptable suffering. The impact of this crisis has been devastating. Doctors that we work with on the ground have told us children are having limbs amputated because basic antibiotics for less serious wounds are not available and newborn babies are dying in incubators due to frequent power cuts. Full humanitarian access would help injured and sick children receive the medical care that they need. The UN resolution on access must be implemented. Tonight’s vigil, and vigils around the world, are to show the people of Syria that we care and that we are demanding world leaders take action to end this conflict now.”
Actor Idris Elba explained that “it was important for me to support and lend my voice to this stunning animation that alongside Banksy’s new piece is part of the #WithSyria campaign. Ordinary Syrian civilians continue to pay the heaviest price in a conflict that has already wrecked millions of lives. Let’s stand with Syria today”.
“Civilians in Syria have been subjected to countless human rights violations over the last three years, not least in the context of ongoing armed sieges,” said Salil Shetty, Amnesty International’s Secretary General.
“The UN resolution on humanitarian access is an opportunity for the international community to push hard for the sieges to end and unfettered access to be given to independent humanitarian organizations. That opportunity must not be allowed to slip away.”
Among the campaign activities planned are:
- Thousands of people will attend vigils held in more than 40 countries
- Banksy has created a #WithSyria reworking of his iconic “girl with a red balloon” image
- Nelson’s Column, the Lincoln Memorial and Eiffel Tower will be lit up in message of hope at the vigils
- 115 humanitarian and human rights groups will join prominent names and Syrian voices in demanding immediate action to ensure Syrians in need – including civilians in areas under siege, can access aid
- Stunning #WithSyria animation will be released with exclusive music from Elbow, who have given their song “The Blanket of Night” as the soundtrack.
