미국 관광객이 호텔에 성경을 두고 갔다는 이유로 체포되었다는 소식이 전해진 가운데, 북한은 단순히 종교적 신념만으로 구금된 사람들을 모두 석방해야 할 것이라고 국제앰네스티가 밝혔다.
북한의 조선중앙통신은 이 남성이 4월 29일 북한을 방문했으며, 출국하려 할 때 구금했다고 밝혔다.
로젠 라이프(Roseann Rife) 국제앰네스티 동아시아 조사국장은 “호텔 방에 성경을 두고 나온 것은 그것이 고의든 실수든 절대 형사범죄에 해당해서는 안 되는 일”이라며 “북한의 사법체계가 정의를 웃음거리로 만드는 수준인 만큼 공정재판이 이루어질 가능성은 거의 없는 것이나 마찬가지”라고 밝혔다.
이번 체포 소식이 전해진 것은 북한에서 한국 선교사가 ‘무기 노동교화형’을 선고받은지 불과 며칠 후였다. 조선중앙통신은 지난 31일 간첩행위와 지하교회 설립 혐의로 김정욱씨에게 유죄가 선고됐다고 보도했다.
유엔 북한인권조사위원회에 따르면 셀 수 없이 많은 북한 주민과 외국인이 자신의 종교적 신념을 실천했다는 이유로 심한 처벌을 받고 있다.
로젠 라이프 조사국장은 “북한에서 단지 종교적 또는 양심적인 신념 때문에 구금된 모든 사람들은 즉각적이고 무조건적으로 석방되어야 한다”며 “김정욱씨는 고문, 강제노동, 금식 등이 흔하게 이루어지는 북한의 끔찍한 노동교화소로 보내질 가능성이 높다”고 밝혔다.
조선중앙통신에 따르면 현재 북한에 억류 중인 미국인은 3명으로, 선교사 케네스 배는 2013년 노동교화형 15년이 선고됐고, 매튜 토드 밀러는 지난 4월 10일 구금되었다.
North Korea: End persecution of Christians after reports US tourist detained
North Korean authorities must release all those detained solely for their religious beliefs, said Amnesty International, following reports that an American tourist has been arrested after he left a Bible at a hotel.
The state news agency KCNA said the man had entered North Korea on 29 April and was detained when he tried to leave the country.
“Leaving behind a Bible in a hotel room, whether by accident or by design, should never amount to a criminal offence,” said Roseann Rife, East Asia Research Director at Amnesty International.
“There is also close to zero chance there would be a fair trial as North Korea’s court system makes a mockery of justice.”
Reports of the latest arrest comes days after a South Korean missionary was sentenced to hard labour for life. Kim Jong-uk was convicted of spying and setting up an underground church, KCNA reported on Saturday.
According to the UN Commission of Inquiry on Human Rights in North Korea, countless numbers of nationals and foreigners have been severely punished as a result of their attempt to practice their religious beliefs.
“All those detained solely for their religious or other conscientiously held beliefs in North Korea must be immediately and unconditionally released,” said Roseann Rife.
“Kim Jong-uk is likely to be sent to one of North Korea’s gruesome prison camps, where torture, forced labour, and denial of food as punishment are common.”
Three US nationals are now being detained in North Korea according to KCNA. Another missionary, Kenneth Bae, was sentenced to 15 years hard labour in 2013 while Matthew Todd Miller was taken into custody on 10 April.
