파키스탄에서 정부에 비판적인 한 TV 방송 채널에 대해 정치적인 의도로 방송 금지 처분을 내린 것은 표현의 자유 침해에 해당한다고 국제앰네스티가 밝혔다.
파키스탄 전자매체규제국(PEMRA)은 20일 민영방송 ARY TV에 대해 15일간의 방송 유예 처분을 내렸다. ARY TV는 현재 라호르 고등법원에서 진행 중인 유명 사건의 피고인과 나눈 인터뷰 내용을 방송해 파키스탄 사법제도를 “비방”했다는 표면상의 이유로 기소된 상태다.
무스타파 카드리(Mustafa Qadri) 국제앰네스티 파키스탄 조사관은 “ARY TV에 대해 즉시 방송을 재개하도록 허용해야 한다. 파키스탄 정부에게는 단순히 정치적 성향만을 이유로 언론매체의 입을 막을만한 정당한 근거가 전혀 없다”며 “이번 방송 중단 조치는 지나치게 광범위한 법정모독 또는 반정부적 성향만을 근거로 형사기소까지 당할 수 있음을 냉정히 상기시키는 것이다. 파키스탄의 언론인들은 자신의 역할을 다한다는 이유만으로 모든 면에서 공격받고, 괴롭힘을 당하며, 심지어는 납치와 살해를 당할 위험에까지 처하고 있다”고 말했다.
ARY TV에 대한 이번 방송 유예 조치와 기소는 정부, 군과 반정부 세력이 정치적으로 더욱 첨예하게 대립하고 있는 상황에서 이루어진 것이다.
지난 6월 PEMRA는 ARY의 주요 경쟁 채널이자 파키스탄의 인기 채널인 지오(Geo) TV가 자사 언론인 피격 사건에 정보부의 고위 관계자가 배후에 있다는 의혹을 제기하자 지오 TV에 대해 15일간의 방송 유예 조치를 내렸던 바 있으며, 여기에는 군이 압력을 가한 것으로 알려졌다.
현재 지오 TV는 방송을 재개했지만 상당히 제한적인 수준이다. 방송국 관계자 다수가 정보부 직원 또는 반군적 성향에 분노한 시민으로 추정되는 괴한에게 괴롭힘과 공격을 당하고 있다고 토로했다.
무스타파 카드리 조사관은 “파키스탄에서 언론인이란 매우 위험한 직업이다. 파키스탄 정부는 언론인들의 발언을 통제하려 들지 말고, 이들이 자신의 정당한 역할을 수행할 수 있도록 이들에 대한 보호 조치를 더욱 강화해야 할 것”이라고 말했다.
Pakistan bans TV channel amid increased attempts to control freedom of expression
A politically motivated ban imposed on a Pakistani TV channel critical of the government constitutes a violation of the right to freedom of expression, said Amnesty International.
The Pakistan Electronic Media Regulatory Authority (PEMRA) today suspended transmissions of private network ARY TV for 15 days. It has been accused of ostensibly “maligning” the country’s judiciary after it aired an interview with a man currently the subject of a high-profile trial before the Lahore High Court.
“ARY TV must be immediately allowed back on air. There is simply no justification for the Pakistani authorities to silence sections of the media solely because of their political leanings,” said Mustafa Qadri, Pakistan researcher at Amnesty International.
“The ban on ARY is a sobering reminder of the threat of criminal prosecution on the basis of overly broad contempt of court or anti-state provisions. Journalists in Pakistan are under attack from all sides, facing harassment, even abduction and killings for carrying out their work.”
The decision and trial come against the background of an increasingly confrontational political tussle between the elected government, the military and some opposition political groups.
In June PEMRA suspended Geo TV, one of the country’s major TV networks and ARY’s main competitor, for 15 days – reportedly under pressure from the military – after the channel accused a senior intelligence official of orchestrating the attempted killing of one of its journalists.
Although Geo TV is now back on air its distribution has been significantly restricted. Many of its staff have complained of harassment and attacks from unknown individuals they believe are security officials, as well as members of the public angered at its perceived anti-military bias.
“Journalism is an incredibly dangerous profession in Pakistan. Instead of trying to control what journalists say, the Pakistani authorities should do more to protect them so they can carry out their legitimate work,” said Mustafa Qadri.
