베트남에서 가장 주목받던 양심수 중 한 명이 석방된 것은 긍정적인 진전이나, 정부는 현재 수감 되어있는 수 백 여명의 다른 평화적 활동가들 역시 석방해야 할 것이라고 국제앰네스티가 22일 밝혔다.
디우꺼이(Dieu Cay, 농부의파이프)라는 이름으로 잘 알려진 응웬번하이는 징역 12년형을 선고받고 4년간 수감 되어있다 21일 석방 되었다. 응웬번하이는 석방된 직후 공항으로 이동해 미국으로 보내졌다.
사회정의분야의 유명 블로거였던 디우꺼이는 모호한 단어로 규정되어 있는 베트남 형법 88조의 “반정부 선전행위”를 한 혐의로 기소 되었고, 2012년 9월 불공정 재판으로 징역형을 선고받았다.
루퍼트애보트(Rupert Abbott) 국제앰네스티 동남아시아-태평양조사국장은 “베트남의 인권을 위해 용기있는 목소리가 되어 준 디우꺼이의 석방은 매우 기쁜 소식이지만, 그는 처음부터 수감되지 말았어야 할 사람이었다. 디우꺼이는 양심수로, 그의 유일한 죄라면 베트남 정부가 숨기고 싶어했던 의견을 평화적으로 표현한 것뿐”이라고 밝혔다.
애보트 조사국장은 또 “디우꺼이의 건강이 악화되고 있다는 소식과 베트남의 가혹한 수감환경을 생각하면 그의 석방은 더욱 환영할 만한 일이다. 그러나 그가 원하는 대로 모국으로 돌아갈 기회가 주어지길 바란다”며 “디우꺼이 한 사람만의 문제가 아니다. 이제 베트남 정부는 디우꺼이에 이어 여전히 수감되어 있는 수 백 여명의 다른 양심수들도 석방해야 한다. 또한 표현의 자유에 대한 가혹한 탄압과 평화적 활동가들을 표적으로 삼는 것 역시 중단하고, 시민사회가 목소리를 낼 수 있도록 허용해야 한다”고 말했다.
배경
국제앰네스티는 베트남 양심수들의 전원석방을 위해 캠페인을 진행 중이다. 지난 2013년 11월 국제앰네스티가 발표한 보고서 <침묵당한 목소리>는 베트남에서 인권을 평화적으로 행사했다는 이유만으로 수감된 개인 75명의 사례를 자세히 수록하고 있다.

The release from prison of one of Viet Nam’s most high profile prisoners of conscience is a positive step, but authorities must now free the scores of other peaceful activists behind bars, said Amnesty International today.
Nguyen Van Hai, better known by his pen name Dieu Cay (“peasant’s pipe”), was released from prison yesterday, having served four years of a 12-year prison sentence. Immediately after his release he was taken to the airport and put on a plane, eventually bound for the USA.
A popular blogger on social justice issues, Dieu Cay was charged under the vaguely worded Article 88 of Viet Nam’s Penal Code for “conducting propaganda” against the state. He was sentenced to prison in September 2012 after an unfair trial.
“We’re delighted that Dieu Cay, a courageous voice for human rights in Viet Nam, has been released, but he should never have been imprisoned in the first place. He was a prisoner of conscience, and his only crime was to peacefully express opinions that the Vietnamese authorities didn’t want aired,” said Rupert Abbott, Amnesty International’s Research Director for Southeast Asia and the Pacific.
“His reportedly deteriorating health and the harsh prison conditions in Viet Nam makes his release even more welcome. But we hope that he has the opportunity to return to his country should he wish to do so.”
“Dieu Cay is far from an isolated case. Viet Nam must now follow up and release the scores of other prisoners of conscience still behind bars. The government must also end its harsh crackdown on freedom of expression, stop targeting peaceful activists and allow civil society a voice. ”
Background
Amnesty International is campaigning for the release of all prisoners of conscience in Viet Nam. In November 2013 the organization published a report, Silenced Voices, detailing the cases of 75 individuals jailed in the country for the peaceful exercise of their human rights.
