국제앰네스티는 16일 집행예정이었던 라이프 바다위에 대한 채찍질형이 건강상의 이유로 연기되었다는 소식을 입수했다.
라이프 바다위는 16일 아침 교도소에서 간단한 건강검진을 위해 수감자 진료소로 이송되었다. 담당의사는 상처가 치료되지 않아 또 다른 채찍질을 견딜 수 없을 것이라고 결론짓고, 다음주까지 채찍질이 연기되어야 한다는 소견을 밝혔다. 이 같은 의견을 당국이 완전히 수용했는지 여부는 불분명하다.
사이드 부메두하(Said Boumedouha) 국제앰네스티 중동-북아프리카 부국장은 “건강상의 이유로 집행이 연기되었다는 사실은 단지 이 형벌이 엄청난 잔인성을 가지고 있다는 것을 보여줄 뿐만 아니라, 터무니없이 비인간적인 행위라는 것을 방증하는 것이다. 어떠한 상황에서도 태형이 집행되어서는 안 된다”고 말했다.
또한 “채찍질은 다른 체벌과 함께 국제법으로 금지되었다. 그에 대한 채찍질은 잠시 연기되었지만, 사우디아라비아 당국이 담당의 소견에 계속해서 따를 것인지 여부는 아직 확신할 수 없다. 라이프 바다위는 여전히 즉각적인 위험에 노출되어있는 상태”라고 강조했다.
라이프 바다위에 대한 태형은 국제앰네스티 회원들을 포함해 세계 전역의 지지자들이 태형 집행 중단과 양심수로서 즉각적이고 무조건적인 석방을 촉구하는 국제적 항의로 발전시키는 계기가 되었다.

Amnesty International has received information indicating that the flogging of Raif Badawi has not been carried out today on medical grounds.
Raif Badawi was removed from his jail cell this morning and taken to the prison clinic for a medical check-up before his sentence was due to be carried out. The doctor concluded that the wounds had not yet healed properly and that he would not be able to withstand another round of lashes at this time. He recommended that the flogging should be postponed until next week. It is unclear whether the authorities will fully comply with this demand.
“Not only does this postponement on health grounds expose the utter brutality of this punishment, it underlines its outrageous inhumanity. The notion that Raif Badawi must be allowed to heal so that he can suffer this cruel punishment again and again is macabre and outrageous. Flogging should not be carried out under any circumstances,” said Said Boumedouha, Amnesty International’s Deputy Director for the Middle East and North Africa Programme.
“Flogging is prohibited under international law along with other forms of corporal punishment. His flogging appears to have been postponed for now but there is no way of knowing whether Saudi Arabia’s authorities will fully comply with the doctor’s advice. Raif Badawi is still at immediate risk.”
The flogging has prompted an international outcry with supporters from across the world including Amnesty International members rallying to protest against Raif Badawi’s flogging and to campaign for him to be immediately and unconditionally released as he is a prisoner of conscience.
