거대 화학기업인 다우케미컬(Dow)이 2012 런던 올림픽 계약을 따내, 인도 보팔(Bhopal) 참사의 생존자들을 모욕했다고 국제앰네스티가 24일 밝혔다. 보팔 참사 생존자들은 지난 27년간, 그리고 지금도 정의 실현을 기다리고 있다.
다우케미컬은 내년 개최될 런던 올림픽에 경기장을 에워쌀 장식용 천을 제공하는 계약을 따냈다.
다우케미컬은 2001년 유니언카바이드(Union Carbide Corporation) 지분을 100% 인수했는데, 유니언카바이드는 인도에 1984년 보팔 참사를 일으킨 공장을 소유 운영했다.
“지속 가능한 구매(sustainable sourcing)를 위한 올림픽 위원회 가이드라인에 따르면, 올림픽을 치르기 위해 물자를 조달할 경우, 환경, 사회, 윤리적 문제를 우선 고려해야 한다”고 시마 조쉬(Seema Joshi) 국제앰네스티 기업인권팀장이 말했다.
“이 같은 원칙을 비춰볼 때, 기업과 관련된 20세기 사상 최악의 인권재앙을 제대로 책임지지 못한 기업과 중요 계약을 맺은 것은 충격이다”며 보팔 생존자들과 정의를 위한 오랜 투쟁을 깎아 내린 처사”라고 시마 조쉬 팀장은 밝혔다.
국제앰네스티는 런던올림픽 조직위원회에 공개서한을 보내 다우케미컬과의 계약이 올림픽 위원회의 지속가능한 구매 규정 중 사회•윤리 우선원칙에 부합하는지 여부에 대한 해명을 요구했다.
보팔 가스 누출로 인해 수 천 명이 사망했고, 여전히 십 만 명 이상이 건강 문제로 고통 받고 있다.
가스 누출로 인한 참사가 일어난 지27년이 지났지만, 보팔에서는 정화작업이 제대로 진행되지 않았고, 여전히 유독가스 누출과 이것이 미친 영향에 대한 전면적인 조사가 필요한 상황이다. 생존자들은 합당한 보상이나 필요한 치료를 받지 못했다.
생존자와 인권단체들은 다우케미컬이 보팔 참사로 인해 아직도 겪고 있는 건강 및 환경 문제들을 제대로 해결하라고 요구하는 캠페인을 해왔다. 그러나 다우케미컬은 포팔 참사에서 유니언카바이드의 책임을 계속 회피하고 있다.
국제앰네스티는 지금도 런던 올림픽 조직위원회의 답변을 기다리고 있다.
DOW OLYMPIC CONTRACT ‘SHOCKING’ IN LIGHT OF BHOPAL DISASTER FAILURES
24 October 2011 Chemical giant Dow’s high profile contract with London’s 2012 Olympic Games is a slap in the face for the survivors of India’s Bhopal poison gas disaster who, 27 years on, still wait for justice, Amnesty International said today.
Dow Chemical Company has been granted a contract to provide a decorative fabric wrap to encircle London’s Olympic Stadium during the next year’s Games.
Since 2001, Dow has been a 100% owner of Union Carbide Corporation (UCC), the company which held a majority share in the Indian subsidiary that owned and operated the UCC plant responsible for the 1984 Bhopal disaster.
“The Olympic Committee’s guidelines on sustainable sourcing are meant to place a high priority on environmental, social and ethical issues when procuring material for the Games,” said Seema Joshi, Amnesty International’s Head of Business and Human Rights.
“In light of these principles, it is shocking to find out that it has granted such a high profile contract to a firm which has failed to address one of the worst corporate related human rights disasters of the 20th century.” “We feel that this denigrates the suffering of Bhopal’s survivors, and their long struggle for justice.”
In an open letter to the London Organising Committee of the Olympic Games, Amnesty International asks the Committee to explain how the contract complies with the committee’s Sustainable Sourcing Code’s social and ethical priorities.
Thousands of people died and more than 100,000 continue to suffer from health problems as a result of the Bhopal leak.
Twenty-seven years after the tragedy the site still awaits clean-up and a thorough investigation into the leak and its impact. Survivors have not received fair compensation or access to the medical care they need.
Survivors and human rights groups have been campaigning for Dow to address the ongoing health and environmental impacts of the disaster. However, Dow has consistently rejected any responsibility for UCC’s liabilities in Bhopal.
Amnesty International is currently awaiting a reply from the organising committee.
