시리아 정부군이 홈즈 지역 주택가에 대규모 공습을 가하면서 수십 명의 사망자를 낸 가운데, 시리아를 대상으로 한 유엔 안전보장이사회의 강도 약한 결의안에 중국과 러시아가 거부권을 행사한 것은 시리아 국민들을 충격적일 만큼 냉담히 저버리는 행위라고 국제앰네스티는 4일 밝혔다.
살릴 셰티 국제앰네스티 사무총장은 “러시아와 중국이 완전히 무책임하게 거부권을 행사한 것”이라며 “이미 상당히 강도가 약화된 결의안임에도 통과를 무산시킨 것은 그야말로 깜짝 놀랄 일이다. 간밤에 홈즈 지역 주민들이 고통받는 모습을 전세계가 지켜본 뒤라 이들 상임이사국의 결정은 특히 충격적”이라고 말했다.
안전보장이사회는 지난2011년 3월 시리아 반정부시위가 시작된 이후 2011년 8월 인권침해를 규탄하는 내용의 의장성명을 발표한 것 외에 시리아 위기상황에 대응하지 않고 있다.
국제앰네스티는 시리아 사태를 국제형사재판소에 회부하고 시리아에 대한 포괄적 무기 금수 조치를부과하며 바사르 알-아사드 시리아 대통령과 그외 고위 관료들의 해외자산 동결에 나서도록 안보리 상임이사국을 계속해서 압박해 나갈 것이라고 밝혔다.

Double veto of draft Security Council Resolution on Syria a betrayal of protesters

The decision by Russia and China to veto a weak draft UN Security Council resolution on Syria, the day after the Syrian army launched a major assault on residential areas of Homs leaving scores dead, is a shockingly callous betrayal of the people of Syria, Amnesty International said today.
“This is a completely irresponsible use of the veto by Russia and China,” said SalilShetty, Amnesty International’s Secretary-General.
“It is staggering that they have blocked the passage of what was already a very weak draft resolution.” “After a night in which the whole world watched the people of Homs suffering, the actions of these members are particularly shocking.”
Apart from a presidential statement issued in August 2011 condemning human rights violations, the Security Council has not acted on the crisis in Syria since the uprising began in March 2011.
Amnesty International said it would continue to press members of the Security Council to refer the situation in Syria to the International Criminal Court, impose a comprehensive arms embargo on the country and implement an assets freeze on Bashar al-Assad and other top officials.
