6일 수도 바쿠에서 진행된 평화시위 중 경찰이 청년활동가 4명을 구타한 사건에 대해 아제르바이잔 정부가 즉시 수사에 착수해야 한다고 국제앰네스티가 밝혔다.
바쿠 도심에서 열린 시위를 경찰이 폭력적으로 해산시키면서 시위대 14명, 기자 1명이 체포됐다. 이들과 함께 체포된 자바 사발란과 다나얏 바바예프도 체포되었는데, 그 과정에서 경찰로부터 폭행을 당했다. 이후 야사말 경찰서에 구류돼 있던 마지드 마르잔리와 아불파즈 구르반리 역시 구타를 당했다고 목격자들은 전했다.
이번 시위는 국제앰네스티 양심수 2명이 간수로부터 폭행을 당했다고 알려지면서 이에 반발해 열린 것이었다.
아제르바이잔은 오는 5월 약 1억 2천5백만 명이 지켜보는 행사인 유로비전 송 콘테스트를 개최할 예정이다. 구소련권 국가인 아제르바이잔은 지난 10월 유엔 안전보장이사회 이사국으로 선출되기도 했다.
존 달휘센 국제앰네스티 유럽-중앙아시아국장은 “아제르바이잔은 평화적 시위자를 대상으로 구타와 구금을 계속하는 한 인권을 존중하는 민주국가라고 자신 있게 말할 수 없을 것”이라며 “당국은 유로비전처럼 화려한 행사를 개최한다고 해서 아제르바이잔의 인권침해 행태를 감출 수는 없다는 점을 깨달아야 한다. 평화적 시위를 대하는 정부의 태도를 크게 변화시킬 필요가 있다”고 말했다.
‘아자들리크’ 신문은 전 국제앰네스티 양심수 자바 사발란을 포함해 6일 진행된 시위로 구금된 사람들 중 일부가 이미 ‘난동’ 혐의로 재판에 회부된 상태라고 전했다.
달휘센 국장은 “아제르바이잔 정부는 즉시 모든 구금자를 석방하고 청년활동가들에게 폭행을 행사한 사건에 대해 수사에 착수해야 한다”며 “국제앰네스티 양심수인 바벡 하사노프와 마하마드 마지들리를 구타했다는 의혹에 대해서도 수사가 진행돼야 할 것”이라고 말했다.
반정부 성향 신문인 ‘아자들리크’는 바벡 하사노프와 마하마드 마지들리가 지난 4일 다른 교도소로 이감되던 중 간수들에게 폭행을 당했다고 5일 보도했다.
이들은 지난봄 중동-북아프리카 지역으로부터 영향을 받아 진행된 반정부 평화시위에 참여한 혐의로 체포됐다.
국제앰네스티는 2011년 11월 발표한 보고서 < 꽃피지 못하는 봄, 아제르바이잔의 억압된 자유>에서 이들을 양심수로 발표했다.
20세 청년 자바 사발란은 페이스북을 통해 아제르바이잔 정부에 반대하는 시위 참여를 촉구하는 글을 올렸다가 하루 뒤인 2011년 2월 5일 날조된 마약 소지 혐의로 체포됐다. 사발란은 국제앰네스티가 석방 캠페인을 벌인 지 11개월 만인 지난 12월 26일 대통령 사면으로 석방됐다.
Azerbaijani youth activists beaten and detained at peaceful protest

The Azerbaijani authorities must launch an immediate investigation into the beating of four youth activists by police officers during and after a peaceful protest in the capital Baku today, Amnesty International said.
Jabbar Savalan and Dayanat Babayev were beaten as they were arrested along with 14 other protesters and a journalist when police violently dispersed a demonstration in central Baku. Eye-witnesses report Majid Marjanli and Abulfaz Gurbanly were later beaten up while in custody at Yasamal District police station.
The protest was organized in response to reports that two detainees recognized as prisoners of conscience by Amnesty International had been beaten up by prison guards.
Azerbaijan is due to host the Eurovision song contest this May – an event watched by around 125 million people. Last October the former Soviet country was elected to the UN Security Council.
“Azerbaijan cannot credibly present itself as a rights-respecting democracy so long as it continues to beat up and imprison peaceful protesters,” said John Dalhuisen, Deputy Director of Amnesty International’s Europe and Central Asia programme.
“The regime must realize that hosting glitzy events such as Eurovision won’t mask the extent of the country’s human rights violations. They need to drastically change their attitude to peaceful protest.”
Azadliq newspaper has reported that some of those detained in the wake of Tuesday’s demonstration – including former Amnesty International prisoner of conscience Jabbar Savalan – have already been taken to court on charges of “hooliganism”.
“Azerbaijan must immediately release all those detained and launch an investigation into the assaults on youth activists,” said Dalhuisen.
“There must also be an investigation into the reported beating of two Amnesty International prisoners of conscience, Babek Hasanov and Mahammad Majidli.”
On 5 March, opposition newspaper Azadliq reported that Babek Hasanov and Mahammad Majidli, were beaten by prison guards on 4 March as they were being transferred from one prison to another.
Both men had been arrested for taking part in peaceful protests against the government last spring. The protests were inspired by events in the Middle-East and North Africa.
Amnesty International declared the men prisoners of conscience in its November 2011 report.
Jabbar Savalan, 20, was arrested on fabricated drugs charges on 5 February 2011 one day after using Facebook to call for protests against the Azerbaijani government. He was released by presidential pardon on 26 December after an 11 month Amnesty International campaign for his release.
