집회를 주도한 혐의로 징역 3년을 선고받았던 한상균 전 민주노총 위원장이 21일 가석방된 후, 아놀드 팡 국제앰네스티 동아시아 조사관은 아래와 같이 논평했다.
한상균 전 위원장의 석방은 한참 전에 이뤄졌어야 할 일이다. 그의 구속은 처음부터 부당했다. 그가 주도한 집회는 전반적으로 평화로웠으며 그는 어떤 폭력에도 가담하지 않았다. 소수의 참가자들의 행동으로 한상균 전 위원장이 부당하게 처벌받았다.”
“한 전 위원장이 감옥에서 보낸 894일은 평화적 집회시위의 자유를 완전히 보장하도록 관련 법률을 즉시 개정하도록 한국 정부에 보내는 경종이다.”
“문재인 정부는 집회시위 중 일어나는 몇몇 개인의 폭력을 이유로 집회 주최자를 처벌한 전 정부의 실수를 반복해서는 안 된다.”
“국제앰네스티는 한 전 위원장과 거의 똑같은 혐의로 아직 수감중인 이영주 전 사무총장을 위한 정의를 요구한다. 그가 개인적으로 폭력적인 행동을 일으키거나 선동하지 않는 한 그는 즉시 석방되어야 한다.”

Following the release on parole of Han Sang-gyun, former leader of the Korean Confederation of Trade Unions (KCTU) who was serving a three-year sentence for his role organizing a number of largely peaceful protests, Arnold Fang, Amnesty International’s East Asia Researcher commented:
“Han Sang-gyun’s release is long overdue, as he should never have been jailed for organizing largely peaceful protests. He never engaged in any violence and was unjustly punished for the actions of a small number of participants.
“The 894 days Han Sang-gyun spent in jail should act as a wake-up call for the South Korean government to swiftly amend the relevant laws to ensure that the right to peaceful assembly is fully protected.
“Moon Jae-in’s government must not repeat the mistakes of the previous administration by going after organizers of protests in which some individuals resorted to violence.
“We also demand justice for Lee Young-joo, General Secretary of the Korean Confederation of Trade Unions, who is now in detention and facing almost the exact same charges as Han Sang-gyun. She must immediately be freed, unless shown to have incited or engaged in violent acts personally.”
