파키스탄: 관계 당국은 모두의 권리를 보호해야 한다
지난 주말 40명이 넘는 사망자가 발생한 카라치에서의 폭력사태 이후 파키스탄 대법원장의 3월 자격정지를 둘러싼 전국적인 긴장이 계속되고 있다. 국제앰네스티는 파키스탄 당국이 모두의 권리 보호를 위해 더 활동적으로 임무를 수행할 것을 촉구한다.
평화적인 집회와 표현의 권리를 행사하고자 하는 사람들은 정치적 혹은 다른 반대자들로부터 보호받아야 하며, 또한 공공 질서를 유지한다는 미명하에 자행되는 안보 요원들의 과도한 무력 사용으로부터 보호받아야 한다.
파키스탄의 현 정치적 긴장 상황 속에서, 시민사회가 폭력에 대한 공포나 위협으로부터 자유롭게 평화적 집회와 표현의 권리를 갖는 것은 매우 중요하다. 파키스탄 당국은 즉각적 조치를 통해 적대적 단체들 간의 의도적 공격이나 안보 요원들에 의한 잔혹한 사건들을 막아야만, 더 이상의 정치적 폭력의 위험을 피할 수 있을 것이다.

Following violent unrest in Karachi last weekend in which over 40 people were killed, and continuing tensions nationwide over the suspension in March of the Chief Justice of Pakistan, Amnesty International is urging the Pakistani authorities to vigorously exercise its duty to protect the rights of all.
Those seeking to exercise their rights of peaceful assembly and expression must be protected from attack by political and other opponents, and also be secure from excessive use of force by security personnel in the name of maintaining public order.
In the present climate of political tension in Pakistan, it is important that civil society be allowed peaceful assembly and expression without the fear or threat of violence. The Pakistani authorities must take urgent action against targeted attacks by competing groups, or incidents of brutality by security force personnel, if the risk of further political violence is to be avoided.
