국제앰네스티는 파키스탄의 페레즈 무샤라프 대통령을 만나게 될 유럽의 정부 지도자들과 기업인들이 파키스탄에서 일어난 인권 침해 행위 중단을 촉구하길 요청한다. “2월에 있을 공정하고 자유로운 선거에 대한 전망을 어둡게 하는 정치적 폭력과 함께 임의체포와 구금, 실종, 고문, 그리고 학대 문제가 늘어나고 있다.”라고 국제앰네스티의 사무총장인 아이린 칸은 전했다.
한달 전 파키스탄에 파견되었던 국제앰네스티의 대표단은 인권 침해 문제가 점점 더 악화되고 있다고 보고해왔다. “국제앰네스티는 정치적 혼란을 가져오며, 선량한 민간인들에게도 고통을 가져오는 법을 위반한 인권침해에 대한 충분한 증거를 확보해왔다.”라고 아이린 칸은 전했다. 파키스탄의 페레즈 무샤라프 대통령은 이번 월요일부터 일주일간 유럽을 방문하여 유럽연합 외교정책 대표인 자비에 솔라나, 영국의 고든 브라운 총리, 프랑스의 니콜라 사르코지 대통령을 비롯한 많은 정치인들을 만나게 될 것이다. 또한 그는 스위스 다보스에서 열리는 세계 경제 포럼에 참석하기로 하였다.
“무샤라프 대통령은 이번 방문을 통해서 정치적, 경제적 지지를 획득하려고 한다. 그를 만나게 될 정치인 뿐만이 아니라 기업가들은 무샤라프 대통령이 파키스탄에서 일어나고 있는 인권 침해 문제를 적극적으로 해결하고 사법부의 독립성을 보장할 것을 요구해야 한다.”라고 아이린 칸은 밝혔다.
국제앰네스티는 파키스탄 정부가:
– 임의체포와 구금, 실종, 고문 혹은 학대, 정치적 수감자에 대한 박해, 정치인들과 인권운동가, 그리고 민간인들에 대한 폭력을 멈출 것을 촉구한다.
– 초기 사건진술서와 용의자의 이름을 공개하지 않음으로써 정부가 반대파 정치인들을 구속하고 박해할 수 있는 계기를 마련해주는 경찰의 민사 고소를 멈출 것을 촉구한다.
– 사법부의 독립성 회복과 국가 비상사태 때 해임된 재판관들의 복귀를 촉구한다.
– 정보와 표현의 자유, 평화 집회의 자유를 존중하기를 원한다. 집회에 파견되는 전투 경찰들의 폭력 행사를 막고, 국제적 기준을 준수하기를 바란다.
– 베나지르 부토 사건을 포함한 정치적 암살 사건에 대한 독립적이고 공정한 수사를 진행해야 한다.
“국제사회가 무샤라프 대통령에게 인권존중과 법에 대한 존중이 다가오는 선거의 공정성을 강화하고 정치적 폭력을 중단하도록 하는 단계라는 확고한 메시지를 보내야 한다.”라고 아이린 칸은 전했다.

ADDRESS THE HUMAN RIGHTS SITUATION IN PAKISTAN

Amnesty International urges all governments and business leaders meeting Pakistani President Pervez Musharraf in Europe this week to call for an end to the human rights violations which have continued despite the lifting of the State of Emergency last month. “Arbitrary arrests and detentions, enforced disappearances, and torture and ill- treatment — coupled with pervasive political violence undermine the prospect of free and fair elections planned in February,” said Amnesty International’s Secretary General, Irene Khan. An Amnesty International delegation which spent the last month in the country documented a worsening human rights crisis. “Amnesty International has collected a wealth of evidence on human rights violations and the breakdown of rule of law, which are sowing the seeds of a political catastrophe, with devastating consequences for ordinary people,” continued Ms Khan. Pakistani president, Pervez Musharraf, begins his week-long visit to Europe on Monday where he will meet, among others, the EU High Representative for Foreign and Security Policy Javier Solana, British Prime Minister Gordon Brown, and French President Nicholas Sarkozy, as well as attending the Annual Meeting of the World Economic Forum in Davos, Switzerland. “As President Musharraf embarks on a tour of Europe to garner political and
economic support, those who meet him have both the responsibility and opportunity to demand that his government bring to an end the human rights violations that have characterized the recent period of Pakistan’s history, including by immediately restoring the independence of the judiciary,” said Ms Khan. Amnesty International is urging the Government of Pakistan to:
– end arbitrary arrests and detentions, enforced disappearances, and ill-treatment, politically-motivated criminal prosecutions, civil proceedings against or harassment of politicians, human rights defenders, journalists and media workers, and other members of civil society
– stop the use of “blind First Information Reports” – police complaints in which the suspect is unidentified – a practice which allows the government to harass and detain political opponents
– restore the independence of the judiciary by returning to service all judges removed during emergency rule
– respect the right to freedom of expression and information, and the right to peaceful assembly. At rallies or other mass gatherings law enforcement officials must comply with international standards, and in particular should not use force unless strictly necessary and only to the minimum extent required
– conduct full and independent investigations into political assassinations, including that of Benazir Bhutto, and other unlawful killings and suicide attacks, and make public the findings
“The international community must give a clear and unequivocal message to President Musharraf that restoring respect for human rights and the rule of law is key to establishing confidence in the forthcoming elections and arresting the spate of political violence in Pakistan,” said Ms. Khan.
