몽골 : 폭력 사태 진정을 촉구
국제앰네스티는 몽골의 울란바타르시에서 일어난 폭력적인 시위로 인한 사상자나 사망자가 더 이상 발생하지 않도록 시위대와 정부 양측이 자제에 나설 것을 촉구했다. 보도에 따르면 5명이 사망했고 300여명 이상이 부상을 입었으며 수백명이 구금되었다.
몽골정부는 지난 화요일 4일간의 비상사태를 선포하고 경찰력의 보강을 위해 무장 병력과 국경 수비대를 수도 울란바타르에 급파했다.
“비상사태라는 상황이 정부가 인권을 무시해도 된다는 것을 의미하지는 않는다”라고 국제앰네스티는 밝혔다.
몽골정부는 즉시 경찰에 과도한 무력의 사용을 피하라고 명확한 지침을 내려주어야 한다. 상황이 안정되면 정부는 사망사건에 대한 독자적이고 공정한 수사를 진행해 경찰관을 포함해 책임자를 기소해야 하며, 동시에 구금된 시위자들에 대해서는 정당한 절차를 거쳐 기소하고 공정한 재판을 보장해주거나 석방해주어야 한다.

Mongolia : call for restraints after violent protests
Amnesty International today called for restraint by both the authorities and the protesters to prevent any further deaths or injuries following the violent protests in Ulaanbaatar, Mongolia. According to press reports, five people have been killed, more than 300 injured and hundreds detained.
Mongolia’s government imposed a four-day state of emergency on Tuesday and deployed armed forces and border police in the capital, Ulaanbaatar, to support the police force.
“A state of emergency does not mean the government can ignore human rights,” said Amnesty International.
“The government must immediately send clear instructions to the security forces to avoid any excessive use of force. “Once the situation has calmed, they should also conduct independent and impartial inquiries into the killings and prosecute those responsible, including police officers. “At the same time, any protestors who have been detained should be properly charged and tried, or released.”
