국제앰네스티 한국지부는 북한인권 증언집 『60+ Voices – 북한에서의 일상을 돌아보다』(이하 『60+ Voices』, 한글 표기: 식스티 플러스 보이시스) 국·영문판을 오늘(24일) 공개된다.
『60+ Voices』는 작년 국제앰네스티 한국지부가 발간한 『50+ Voices』의 개정증보판이자 공개용 책자이다. 『60+ Voices』는 전작의 내용 보완과 함께 기존에 다룬 54명의 탈북민 증언에 7명의 증언이 추가되어 총 61명의 이야기를 담고 있다.
국제앰네스티 한국지부는 2019년 10월부터 2023년 6월까지 약 3년 9개월간 한국에 거주하는 탈북민 90여 명을 대상으로 심층 면접을 가지며 최근 북한인권 실태와 관련한 다양한 정보를 수집해 왔다.
탈북민 대다수는 면접 시점을 기준으로 2년 내 북한을 이탈한 사람들이다. 이들은 최근의 북한인권 실태를 경험하고 목격한 이들로, 최근 북한 상황, 인권 실태 및 주민의 삶에 대해 상세히 증언했다.
신민정 국제앰네스티 한국지부 이사장은 “기존 북한으로의 정보 접근 제한에 더해 코로나19로 계속된 북한의 국경 봉쇄 방침으로 북한 내부 상황을 파악하기란 그 어느 때보다 어려운 상황이다”며, “『60+ Voices』는 국문뿐만 아니라 영문으로도 제작되었기에 그동안 국내외 대중이 가지고 있던 최근 북한인권 실태에 대한 궁금증을 상당 부분 해소시킬 수 있으리라 생각한다”고 밝혔다.
최재훈 국제앰네스티 한국지부 북한인권 담당관은 “『60+ Voices』를 통해 독자는 북한인권의 변화 양상을 파악할 수 있다. 구금시설 내 처우나 주민들의 외부 정보에 대한 욕구와 같은 여러 변화는 눈여겨볼 만하다“며, “이 책이 북한인권 문제가 대중에게 잊혀지지 않고 계속 공론화될 수 있게 하는 역할을 하길 바란다”고 전했다.

국제앰네스티 한국지부가 발간한 『60+ Voices』 국·영문판은 각각 548 페이지, 622 페이지로 구성된 방대한 양의 책이다. 이 책은 총 61명의 탈북민이 북한인권에 관해 증언한 내용을 수록하고 있다. 61명 중 약 90%는 2017년 이후 탈북한 사람들이다. 이들 중 약 95%, 즉 대다수는 면접 시점을 기준으로 2년 내 탈북한 자로 최근까지 자신이 경험한 인권 상황에 대해 증언했다.
이 책은 6가지 주제로 나눠져 있으며 각각의 주제는 북한의 주요한 인권 이슈를 조명한다. 61명의 탈북민이 제공한 61개의 증언은 독립된 이야기로 구성되었으며 각각 수 장 내외의 짧은 분량이다. 북한인권에 친숙하지 않은 사람이라도 누구든지 북한인권뿐만 아니라 북한 사회 전반에 대해 부담없이 접근하고 쉽게 이해할 수 있도록 내용이 구성되었다.
이 책에 수록된 탈북민의 증언을 과거 여러 기관에서 발표한 북한인권 보고서와 비교해 보면 여러 측면에서 유의미한 변화를 발견할 수 있다. 이를 통해 북한인권은 과거 모습 그대로 정체해 있는 것이 아닌, 느리지만 분명 변화하고 있다는 점에 대해 독자가 이해할 수 있다.
본 책에 수록된 탈북민의 증언은 개인정보 보호를 위한 내용 수정을 제외하고는 불필요한 편집을 최소화했다. 또한, 탈북민 증언이 왜곡 없이 그대로 독자에게 전달될 수 있도록 국제앰네스티 한국지부는 어떠한 주관적 견해도 담지 않았다.
국제앰네스티 한국지부는 이 책을 통해 북한에 거주하는 평범한 개인이 일상 속에서 마주하는 인권 문제가 조명될 수 있기를 바란다. 또한, 독자가 이 책을 읽으며 ‘왜 북한인권 문제가 계속 논의되어야 하는가?’와 ‘왜 지난 수십 년간 북한에서 인권 문제가 여전히 해결되지 못하고 있는가?’에 대해 깊이 생각해 볼 수 있는 시간을 가질 수 있었으면 한다. 마지막으로, 이 책을 통해 북한인권 이슈가 더 이상 정쟁의 대상이 아닌, 보편적 인권으로 다뤄질 수 있기를 희망한다.
Amnesty International Korea publishes 60+ Voices – a collection of 61 witness accounts told by North Korean escapees
On 24 October, Amnesty International Korea (AI Korea) will release its latest book 60+ Voices – Reflecting on Everyday Lives in North Korea, a collection of witness accounts on North Korean human rights, in both English and Korean.
60+ Voices is a revised and enlarged edition of AI Korea’s last year’s publication 50+ Voices, and is made accessible for public readership. The new edition, by supplementing 7 more witness accounts to the existing collection of 54, covers stories told by 61 individuals who have escaped North Korea.
Between October 2019 and June 2023, AI Korea has met with about 90 individuals who have left North Korea and found settlement in South Korea. AI Korea conducted in-depth interviews with these individuals collecting various information on lives in North Korea, including up-to-date status on human rights in North Korea. The majority of these individuals had left North Korea in less than 2 years at the time of their interview. As witnesses of the most recent status of human rights in North Korea, these individuals provided detailed accounts of the recent situation in North Korea, its human rights, and the livelihoods of the people.
“We live in times when it is more difficult than ever to learn about the situation inside of North Korea, due to the additional difficulties posed by North Korea’s border lock-downs as a response to Covid-19 on top of the conventionally limited access to information on North Korea. For those wanting to understand the recent state of human rights in North Korea, 60+ Voices would answer to the needs of the general readership beyond Korea, as the book has been published in English as well as Korean,” said Shin Min-jung, the Board Chair of AI Korea.
Choi Jae-hoon, a Democratic People’s Republic of Korea (DPRK) Specialist working at AI Korea, noted that “60+ Voices allows readers to witness the changing landscape of human rights in North Korea. It is worth taking a close look at some changes that have taken place in the country, such as treatment in detention facilities and people’s desire for external information.” Furthermore, he also stated “We hope that this book will play a role in refreshing the issue of North Korean human rights in the minds of the public and making the issue a part of our public discourse.”
60+ Voices will be released in digital (PDF) format in both English and Korean. The PDF files for both languages are available to readers worldwide, and can be found on Amnesty International Korea’s website. It will also be published in paperback for distribution to members and supporters of Amnesty International within this year.

Book Overview
60+ Voices published by Amnesty International is a large volume consisting of 548 pages in the Korean edition and 622 pages in the English edition. The book features 61 individuals from North Korea narrating the human rights situation in the country. Approximately 90% of them have fled North Korea no earlier than 2017. A greater majority of interviewees, roughly 95% of them, had left North Korea within 2 years at the time of their interview and were able to provide up-to-date information on the human rights situation in North Korea. This book is segmented into 6 themes, each shedding light on a major human rights issue pertaining to North Korea. Each chapter, a few pages in length, is an account by an interviewee. The contents are designed to suit both new and informed readers on the topic of North Korean human rights and North Korean society in general.
The accounts contain noteworthy changes from the past accounts in reports on North Korean human rights released by other institutions and organizations, indicating that the human rights situation in the country is not stagnant, but rather, is undergoing slow but sure changes.
Efforts were made to keep the statements of the interviewees as intact and unedited as possible, except for those revisions necessary for the protection of privacy. Furthermore, no subjective opinion on the part of Amnesty International Korea was included in the book in order to deliver unaltered statements to the readers.
Amnesty International hopes that this book brings light to the everyday human rights issues faced by ordinary individuals living in North Korea. Also, we would like the readers to think about why we should continue to discuss the issue of human rights in North Korea, and why human rights problems in North Korea remain unresolved after so many decades. Lastly, we hope that this book sets a path in which North Korean human rights ceases to be a source for bipartisan divide in the political arena, but gets treated as a matter of universal human rights.
