국제앰네스티는 10일, 국제올림픽위원회(IOC)가 소치 올림픽의 준비와 개최 과정에서 발생한 중대한 인권침해를 외면해서는 안 된다고 밝혔다.
국제앰네스티는 서한을 통해, 토마스 바흐(Thomas Bach) IOC 위원장에게 소치 올림픽을 전후해 발생한 환경운동가들에 대한 괴롭힘과 표현의 자유, 집회 및 결사의 자유를 부정한 것에 대해 러시아 정부에 의혹을 제기할 것을 촉구했다.
살릴 셰티(Salil Shetty) 국제앰네스티 사무총장은 “올림픽 성화는 러시아의 인권침해를 세상에 알렸고, 또한 IOC가 올림픽과 관련된 인권침해에 어떻게 대응하는지도 밝혀냈다. IOC가 여전히 계속되고 있는 러시아 정부의 (소수자) 차별과 (시민사회단체 활동가에 대한) 괴롭힘을 비판하지 못한 것은 올림픽 헌장의 핵심 원칙에 부응하지 못하는 것”이라고 말했다.
환경운동가 예브게니 비티쉬코(Evgeny Vitishko)와 이고르 카르첸코(Igor Kharchenko)는 불공정한 절차를 통해 지난주 구금되었다. 국제앰네스티는 두 사람을 양심수로 보고 있다.
두 사람이 소속된 단체인 크라스노다르의 북코카서스 인바이론멘탈 워치(Environmental Watch of Norther Caucasus)는 올림픽 부지 확보를 위해 뛰어난 자연경관이 파괴되었던 지역을 폭로했다가 정부 관계자들로부터 더욱 빈번한 괴롭힘을 당하고 있다.
구금 중 단식 투쟁에 들어갔던 카르첸코는 9일 석방되었다. 카르첸코는 구금 첫날밤을 경찰 유치장에서 보낸 후 형 집행을 위해 다른 구금소로 옮겨졌는데, 이 유치장에서의 구금자 대우가 끔찍한 수준이었다고 국제앰네스티에 전했다.
카르첸코는 “경찰은 먹을 것, 마실 것도 주지 않으며, 화장실에 가려면 잠긴 유치장 문을 30분 가까이 두드려야 한다. 경찰은 목이 마르면 화장실 변기 바로 위에 있는 수도꼭지에서 물을 마시라고 했다. 유치장 안은 영상 5도로 추웠으며, 밤에는 그 추위가 너무나도 심해졌다. 내부에는 침대가 없으며, 35cm 너비의 벤치가 전부였다”고 밝혔다.
카르첸코는 또한 경찰관들이 구금자에게 끊임없이 욕설을 퍼부었다고 전했다. 그보다 불과 이틀 전 카르첸코의 동료 비티쉬코가 체포되고 15일간의 구금형에 처해진 것은 욕설한 것 때문이었다고 알려져 있다.
이와는 별개로, 비티쉬코는 크라스노다르 지역에서 환경 운동을 벌인 것과 관련된 혐의로 2월 12일 법정에 설 예정이다. 이 재판으로 비티쉬코는 징역 3년형에 처해질 수 있다.

IOC urged to uphold human rights
The International Olympic Committee (IOC) must not ignore the serious human rights violations associated with the preparation for and staging of the Sochi Olympic Games, Amnesty International said today.
In a letter to IOC President Thomas Bach, the organization urges him to raise with the Russian authorities the harassment of environmentalists as well as the denial of the rights to freedom of expression, association and assembly in the context of the Sochi Olympics.
“The Olympic torch sheds light on human rights violations in Russia. It also sheds light on IOC actions regarding human rights violations in the context of Olympic Games. Its failure to admonish the Russian authorities for their ongoing discrimination and harassment is to a failure to live up to the very principles that form the core of the Olympic Charter,” said Salil Shetty, Secretary General of Amnesty International.
“The IOC must take the Russian leadership to task over its blatant violations of human rights in the context of the Games. Not doing so would be a betrayal of the Olympic Charter’s stated goal to uphold the spirit of friendship, solidarity and fair play.”
Environmental activists Evgeny Vitishko and Igor Kharchenko were put in detention last week following unfair proceedings. Amnesty International has recognized both men prisoners of conscience.
Members of their organization, Environmental Watch of Northern Caucasus in Krasnodar, have faced increased harassment by officials for exposing the destruction of areas of outstanding natural beauty to make room for the Olympic sites.
Igor Kharchenko, who went on hunger strike while in detention, was released yesterday. He told Amnesty International that treatment of detainees in the police cell, where he spent the first night of his detention before his transfer to another detention centre to serve his sentence, is atrocious:
“The police don’t give you food or drink; you have to knock on the locked cell door for half an hour to get them to take you to the toilet; if you are thirsty they tell you to drink water from the tap which is just above the toilet seat. It’s cold in the cell – five degrees Celsius – and bitterly freezing at night. There are no beds – just benches 35 cm wide.”
Igor Kharchenko told Amnesty International that police officials constantly use foul language towards detainees. Only two days earlier his colleague, Evgeny Vitishko, was arrested by police and imprisoned for 15 days for allegedly using foul language.
In a separate case, Evgeny is scheduled to appear in court on 12 February in connection with charges relating to his environmental activism in Krasnodar. He may face three years in prison.
