터키 정부는 13일 저녁 발생한 탄광 폭발 참사에 대해 즉시 조사하고, 사고 재발을 막기 위해 탄광 작업 현장의 위험한 환경에 대해서도 조사해야 할 것이라고 국제앰네스티가 밝혔다.
앤드류 가드너(Andrew Gardner) 국제앰네스티 터키조사관은 “이번 사고는 피할 수 있었던 비극이었다. 오래 전부터 터키에서 광산 사망사고가 계속해서 발생하고 있는 점은 광부들의 안전에 대해 섬뜩한 의문을 제기하고 있다. 최근 터키 의회가 심각한 산재사고에 대해 조사할 것을 요구했음에도 정부가 거부한 것은 충격적일 뿐이다. 사람의 목숨을 가지고 노는 것”이라고 밝혔다.
지난 5월 13일, 터키 서부 소마의 석탄 탄광에서 폭발이 일어나 약 245명이 숨지고 80명이 다친 것으로 알려졌다. 사고 당시 현장에는 광부 800명이 있었던 만큼 실제 사망자 수는 이보다 훨씬 많을 것으로 추정된다.
사고가 발생한 탄광은 소마 홀딩스의 자회사인 소마 코무르 소유의 탄광으로, 소마 코무르는 터키 최대 규모의 석탄생산업체다.
터키에서 이처럼 폭발을 동반한 탄광 사고는 1992년에도 발생했으며, 흑해 연안 존굴다크 주의 석탄 광산에서 일어난 당시 참사로 광부 263명이 숨졌던 바 있다.
지난해 터키 야당 공화민주당(CHP)은 소마 탄광의 산재사고에 대해 조사할 것을 요청하는 발의안을 의회에 제출했으며, 이 발의안은 야당 3개 정당 모두에게 지지를 받았다. 그러나 집권여당인 정의개발당(AKP)은 이에 반대했으며 2주 전 기각되었다.
앤드류 가드너 조사관은 “터키 정부는 폭발 원인에 대해 즉시 조사에 나서야 하며, 생존자와 희생자 유족들에게 적절한 보상책이 제공되어야 한다. 소마홀딩스는 이러한 절차에 전면 협조해야 하며, 조사 결과는 공개되어야 한다”고 밝혔다.

“This was a tragedy that should have been avoided. The long history of deaths in mines in Turkey raises chilling questions over workers’ safety. The fact that the government rejected recent calls by parliamentarians to investigate serious work-related accidents is nothing short of shocking. They are playing with people’s lives,” said Andrew Gardner, Researcher on Turkey at Amnesty International.
Some 245 men are reported to have died with 80 injured after an explosion at a coal mine in Soma, west Turkey, on Tuesday 13 May. The death toll is expected to rise significantly as 800 workers were on site as the explosion occurred.
The mine is owned by Soma Kömür İşletmeleri A.Ş, a subsidiary of Soma Holding, the largest underground coal producer in Turkey.
Previous mine disasters in Turkey include an explosion, in 1992, at a coal mine in the black sea province of Zonguldak in which 263 miners died.
Last year, a parliamentarian from the opposition Republican People’s Party (CHP) submitted a motion to Parliament to investigate work-related accidents at coal mines in Soma. The proposal was supported by all of the three opposition parties. However the ruling Justice and Development Party (AKP) voted against the motion and it was rejected two weeks ago.
“Turkish authorities must launch an immediate investigation into the causes of the explosion. Remedies must be made available to the survivors and victims’ relatives. Soma Holding must fully cooperate with the process and the results of the investigation must be made public,” said Andrew Gardner.
